Substitute

Provides for renaming as Public Service Grant Appropriations rather than Miscellaneous Appropriations; revises definitions; provides for a lump sum annual public service appropriation each year; establishes a Public Service Grant Council responsible for distributing the annual public service grant appropriation; provides a grant evaluation process; provides for consideration of public service grants outside of the annual budget process.

Substitute

Incorporates joint committee recommendations concerning ethics, including substantial revision of the Ethics Code; provides that for purposes of the annual accumulation of gifts, gifts of food and beverage not exceeding $100 (rather than $25) on any given day shall not be included; provides for reporting of gifts in excess of $100 dollars (rather than $25); revises lobbyist disclosure provisions; revises provisions concerning ethics officers and the Ethics Office.

Per Office of General Counsel:  Amendment grants waiver of road frontage off of Pine Acres Road subject to several conditions:  the driveway easement shall be improved to at least twelve feet wide and stabilized to provide positive drainage with either coquina or gravel, the address shall be clearly marked on Pine Acres Road, the existing house shall be converted to a guest house for temporary quarters only and shall not be used by anyone other than a relative, and the subject property shall not be further subdivided.

Revises title; reflects title of the Director of Finance under reorganization; requires the Director of Finance to submit a report to Council within 30 days of correcting a City error resulting in underpayments or overpayments; makes other technical changes.

Amendment

Per Office of General Counsel:  Amendment is a revised written description dated October 3, 2007, a revised site plan dated October 3, 2007, and the following conditions:  subject to traffic memo (Traffic Engineering dated October 3, 2007), site identification sign shall be monument style, shall not exceed ten feet in height, and shall otherwise comply with the CRO Zoning District, the development shall be subject to the landscape standards in Part 12 of the Zoning Code and the landscape standards in the Rogero Road Town Center Initiative, the hours of operation for any business shall be 7 a.m. to 7 p.m. Monday through Friday and 8 a.m. to 6 p.m. on Saturday and Sunday, if used as a cosmetology salon, then the use shall be limited to five stations,  if used as residential use, then only single-family uses are permitted, the building color scheme shall consist of unpainted coquina exterior with a dark-colored shingle roof with matching painted wooden trim, a 100% opaque visual screen shall surround any dumpster on site, the existing structure shall be exempt from setback requirements, and the current monument sign shall be permitted for the initial uses under the PUD but any subsequent uses shall be restricted to wall signage only.

Provides for execution by the Mayor’s designee; replaces references to the Dept. of Parks, Recreation, Entertainment and Conservation with the Dept. of Environmental Compliance; attaches a list of the 21 offshore artificial reefs as Exhibit 2; adds Composite Exhibit 1 to the file; states that a full, complete, and ordered set of permits and their attachments will be on file with the Environmental and Compliance Dept.; makes other administrative and technical changes.

Per Office of General Counsel:  Amendment is a revised legal description dated November 5, 2007, revised written description dated October 17, 2007, and revised site plan dated October 25, 2007, and the following conditions:  subject to traffic memoranda (Traffic Engineering dated October 1, 2007, and Transportation Planning dated October 8, 2007), a sixty foot wide right-of-way for future connections shall be reserved as shown on the revised site plan dated October 25, 2007, the exact locations for future connections shall be reviewed and approved by the Planning Department but no access shall be provided to Crystal Sands Road, the total number of lots on Parcel B shall not exceed two lots per acre, the proposed collector road shall have a ten-foot wide multimodal sidewalk on one side and a five-foot wide sidewalk on the other side, wetlands shall be placed in a conservation easement prior to final plat approval, and all lots shall be sixty feet wide.

Per Office of General Counsel:  Adds conditions to PUD:  one residential structure is permitted in the PUD and the parcel shall not be considered residential for the purpose of the buffer between uncomplimentary uses on adjacent property.

Per Office of General Counsel:  Amendment grants sign waiver to reduce the required setback from 20 feet to 10 feet on Atlantic Boulevard subject to one condition:  the sign shall not exceed 32 illuminated square feet per side, shall not exceed 8 feet in height, and wall signage shall not exceed 20 illuminated square feet.

Amendment

Per Office of General Counsel:  Amendment grants sign waiver to reduce the required setback from 10 feet to 2 feet on Dean Road (Hendricks Day School) subject to one condition:  the sign shall be relocated if Dean Road is expanded adjacent to the subject property or if a sidewalk is constructed along the west side of Dean Road.

Per Office of General Counsel:  Adds conditions to the PUD:  subject to traffic memoranda from Traffic Engineering Division dated October 2, 2007, and shall allow for a one-way drive, parking in the front yard is prohibited, new parking areas shall have a pervious surface and no additional impervious surfaces are permitted.

Amendment

Per Office of General Counsel:  Amendment is a revised legal description to clarify the boundaries of the subject property and properly remove the subject parcel from the First Coast Technology Park DRI, which was the original reason for the requested change to the DRI Development Order.

Substitute

(PHS) Provides a permit fee of $20 for residential single family window and door change-outs where the cost of the work is less than $5,000 and no inspections are required; revises definition of garage door contractor; makes December 1, 2008, the date after which it shall be unlawful not to hold a valid contractor certificate; provides for issuance of certificate upon payment of fee and completion of an application, with verification of 2 years of experience as of December 1, 2007, with no examination required if the board can verify garage door installation experience for not less than 2 years as of December 1, 2007; application for grandfather provision must be made no later than December 1, 2008.

 

 

 

 

 

(R) Similar to the PHS Committee substitute, but makes June 1, 2008, the date after which it shall be unlawful not to hold a valid contractor certificate and makes June 1, 2008, the date by which application for grandfather provision must be made.

Revises title to reflect an adjustment of $211,310.32, as provided in the body of the bill.

(RCD) Revises recitals; appropriates $25,000 to reimburse the Boselli Foundation; provides for community meetings and assessments to determine optimum utilization of the park and facilities; provides for a second revised agreement.
