Per Office of General Counsel, attaches a revised PUD site plan dated September 24, 2007, a revised PUD written description dated September 24, 2007, and adds condition that development is subject to traffic memoranda.

Amendment

Per Office of General Counsel, adds conditions to the PUD:  subject to traffic memorandum, Planning Department to review architectural elevations for consistency with North Jacksonville Shared Vision and Master Plan, setback from Charlie Road shall be 25 feet with an eight-foot tall fence located fifteen feet from the right-of-way, landscaping shall be provided along Charlie Road including a tree every 25 feet,  Industry Road frontage shall have a fence adjacent to the parking area, lighting plan shall be reviewed by the Planning Department, including flush mounted lighting fixtures with full cut-off screens.

Per Office of General Counsel, attaches revised PUD site plan dated July 2, 2007, adds conditions to the PUD:  subject to traffic memoranda, improvements to the right-of-way require approval by Public Works and Planning departments, signage shall be set back at least ten feet from the new sidewalk subject to review by the Public Works and Planning departments.

Reduces the amount appropriated from the Tree Protection and Related Expenses Trust Fund from $1,010,278 to $707,793.37, and reduces the total appropriation from $1,710,278 to $1,407,793.37; provides for a revised BT and revised CIP documentation, correcting amounts.

Removes references to grass planting and irrigation systems; places a Revised Legislative Fact Sheet on file.

Reflects 34 (rather than 27) years of opposition; states that the City Council in particular has been very consistent in its rejection of any and all attempts to effect such an extension; clarifies that the Jacksonville Aviation Authority is successor to the aviation interest of the Jacksonville Port Authority; corrects title of the 1973 report by stating Jacksonville Port Authority System rather than Jacksonville Aviation Authority System; makes other technical and clarifying changes.

Per Office of General Counsel, attaches revised PUD written description dated September 27, 2007, adds conditions to the PUD:  subject to traffic memorandum, final location of signs subject to review and approval by Planning Department, pylon sign shall not exceed 65 feet in height and 200 square feet in area, monument sign on parcel #1 shall not exceed 20 feet in height and 100 square feet in area.

Per Office of General Counsel, grants Waiver of Road Frontage subject to the following conditions:  the subject property shall be accessed from Noroad, address identifying the subject property shall be visible on Noroad, the driveway access shall be stabilized with gravel or similar material to provide adequate access for emergency vehicles.

Clarifies and expands title; moves date after which it will be unlawful to not hold a valid certificate from December 1, 2007, to June 1, 2008; additionally requires proof of payment of all required fees and verification of all necessary business certifications for issuance of a temporary certificate; provides that temporary certificates shall be valid no later than June 1, 2008 (rather than December 1, 2007); requires that no person be subject to a monetary fine, civil penalty, or imprisonment for violation of this ordinance or failure to secure a certification prior to June 1, 2008.

(RCD) Incorporates the provisions of the Finance Committee amendment, and further requires that advertising include one of the following:  Florida Star, The Advocate, and/or the Free Press.

(Finance) Requires that the Economic Development Agreement include a provision for advertising the recruitment and filling of all 32 newly created positions and all positions to be filled as a result of openings created by promotions.

Carries over $297,632.79 (rather than $772,632.79) for capital projects at the Prime Osborn Convention Center; additionally provides for the carryover of $15,940.21 for Duval Soil and Water Conservation District continuing operations, stating that the nature of the emergency on this item is to effectuate the carryover before the final closeout of the 2006-2007 budget year accounts.
