the Planning and Development Department;
the development shall comply with Section 656.398 regarding
architectural guidelines for the Mayport Village and Section 656.399

and JaxPort shall provide public access to the waterfront along at
least 500 feet in the center portion of the subject property while a ship is
not in port and JaxPort shall have sufficient time after departure and prior
