Amendment

Per the Office of General Counsel, the Amendment incorporates a revised Legal Description dated June 26, 2008, a revised PUD Written Description dated June 10, 2008, and a revised PUD Site plan dated May 5, 2008, and adds the following condition to the PUD:  development shall be subject to the Development Services Division transportation memorandum dated October 8, 2007, or as otherwise approved by the Planning and Development Department.

Amendment

Per the Office of General Counsel, the Amendment adds the following conditions to the PUD:  development shall be subject to the transportation memorandum dated October 15, 2007, or as otherwise approved by the Planning and Development Department; the day care use shall be limited to no more than 75 children; the site shall be developed in accordance with the Landscape and Tree Protection regulations in Part 12 of the Zoning Code, except that the required buffer between uncomplementary uses along the east and west property lines may be five feet where contiguous to the proposed vehicle use areas;  the fence on Luke Street shall comply with the yard requirements in the Zoning Code;  a shared parking agreement with the community center for employee parking shall be recorded pursuant to Section 656.607 and shall be submitted to the Planning and Development Department at the time of verification of substantial compliance of the PUD; and there shall be no more than 25 children in the outside recreation area at any one time.

Provides an exemption for golf courses following the latest edition of Best Management Practices for Florida Golf Courses when applying fertilizer to golf course practice and play areas; revises and clarifies training requirements; requires golf course applicators to abide by and successfully complete Florida Dept. of Environmental Protection Golf Course Best Management Practices training, providing training and continuing education requirements in environmental stewardship and pollution prevention at golf courses.

(PHS) Revises landscape irrigation schedule provisions for the period when Eastern Standard Time is in effect.

(Floor) Revises landscape irrigation schedule exceptions concerning new landscape; allows irrigation any time of day on any day for the initial 30 days following installation and on every other day for the next 30 days.

Substitute

(TEU) Reduces the total appropriated amount from $311,030 to $65,892 to provide $29,862 in funds to promote the City’s green building initiative, through public information and education, and to provide $36,030 to cover the costs of the audit, survey and facility assessment of the Main Library; the Environmental and Compliance Dept. is required to oversee the project; various provisions concerning the hiring and funding of a Green Initiatives Coordinator position, and the attendant RC, are omitted.

 

 

 

 

Amendment

(RCD) Reduces the total appropriated amount from $311,030 to $129,668 to provide for one year (rather than three years); restates purpose to reflect changes; provides for an amended BT and an amended RC; requires filing of a Special Committee Report summarizing the cost benefit to the City, with the appropriate Council committee to make a recommendation as to whether to continue the Coordinator.

Per the Office of General Counsel, the Amendment incorporates a revised PUD Written Description dated June 3, 2008, and a revised PUD Site Plan dated June 3, 2008, and adds the following conditions to the PUD:  development shall be subject to the Development Services Division transportation memorandum dated March 20, 2008, or as otherwise approved by the Planning and Development Department; there shall be no signage permitted along Rosemary Street;  the building shall be substantially similar to the architectural elevations submitted with the revised PUD Written Description.

(RCD) Incorporates the provisions of the Finance Committee amendment; appropriates $12,000 from a Jacksonville Skeet-Trap Club Special Revenue Funds-Contributions from Private Sources account toward the purchase and installation of a fence; provides for the revised exhibit of June 15, 2008 (license agreement amendments).

 

 

 

 

Amendment

(Finance) Reflects that the original lease was approved in Ordinance 2005-791-E; provides for the revised exhibit of June 2, 2008 (license agreement amendments); states that the rent is reduced to $1 per year and the requirement to pay an annual $6,000 for the purchase of buffer land is removed.

Per the Office of General Counsel, the Amendment grants the Sign Waiver to reduce the minimum setback requirements for a Church at 5730 Sawyer Avenue subject to the following conditions:  the sign shall be externally illuminated only and the lighting shall be turned off by 10:00 p.m. every night.

Decreases the fair share assessment amount from $1,518,179 to $758,789; provides for a revised agreement, which replaces Exhibit B (fair share assessment calculation) and the inflation schedule to Exhibit B to the contract.

Per the Office of General Counsel, the Amendment adds the following conditions to the PUD:  development shall be subject to the Development Services Division transportation memorandum dated May 16, 2008, or as otherwise approved by the Planning and Development Department; two monument signs not exceeding 200 square feet in area and 20 feet in height are permitted OR one monument sign not exceeding 250 square feet in area and 20 feet in height is permitted; the development shall comply with the Design Guidelines and Best Practices Handbook, Section 1.7, Commercial Lighting Principles and Guidelines, subject to review and approval by the Planning and Development Department; the development shall comply with the Design Guidelines and Best Practices Handbook, Section 1.21, Architectural Façade and Massing, and Section 1.22, Architectural Façade and Articulation Design, subject to review and approval by the Planning and Development Department.

Per the Office of General Counsel, the Amendment incorporates a revised PUD Written Description dated May 22, 2008, and adds the following conditions to the PUD: development shall be subject to the Development Services Division transportation memorandum dated June 19, 2008, and the Transportation Planning Section memorandum dated June 11, 2008, or as otherwise approved by the Planning and Development Department;  a five-foot-wide sidewalk shall be provided along Jane Road from the southerly entrance of the development to Merrill Road;  a City standard cul-de-sac or a T-turnaround within the existing right-of-way shall be required at the southerly terminus of Jane Road or at the southern entrance of the development;  there shall be an 8-foot-high, 95% opaque wall or vinyl fence and a 4-inch caliper evergreen tree spaced every 25 feet along the 9A frontage; the trees shall be within the easement or within a ten-foot-wide landscape buffer provided by the owner.

Per the Office of General Counsel, the Amendment grants the Sign Waiver to reduce the setback from ten feet to zero feet for a bank at 5665 Normandy Boulevard subject to the sign diagram; attaches the sign diagram as a new Exhibit 1.

Revises provisions relative to those who must file an annual on-line gift disclosure; includes aides to the Mayor serving in a non-clerical capacity, the Director of the Jacksonville Economic Development Commission, the Library Director, and members of the boards of the Jacksonville Economic Development Commission, Library Board, Public Service Grant Council, and Tourist Development Council, so long as the position is not obligated to report gifts under Florida Statutes.
