Amendment

Per the Office of General Counsel, the Amendment grants the Application for a Waiver of Road Frontage reducing the minimum road frontage from 160 feet to 15 feet at 7319 Shindler Drive subject to the following conditions:  the address shall be clearly marked for both properties at the intersection of the private driveway and Shindler Drive;  the applicant shall install a 20-foot-wide stabilized travel surface consisting of either coquina or a gravel material along the private driveway to the building restriction line of the new dwelling, and with roadside swales to provide positive drainage;  and the subject property shall not be further subdivided unless the private driveway complies with the City right-of-way standards.

(PHS) Incorporates the provisions of the Finance Committee amendment; revises various fee provisions and references to place the public food service establishment outside patrons dog permit fee under the Zoning Code schedule of fees in Section 656.147 (rather than under the public fees provisions concerning public health found in Section 123.102).

 

 

 

 

 

(F) Revises title; requires the Current Planning Division (rather than the Municipal Code Compliance Division) to develop the form for applicant information; corrects citing of Florida Statutes.

Substitute

Revises recitals; appropriates $111,672 from the Library Conference Facilities Special Revenue Fund; transfers $68,239 from Jacksonville Public Library General Fund accounts to a Special Council Contingency-Undesignated account; authorizes 1600 temporary hours; repeals and recreates Section 111.830 concerning the Library Conference Facilities Special Revenue Fund, clarifying annual budget process, requiring certain reports, and making other administrative changes.

Amendment

Per Office of General Counsel,  Amendment incorporates a revised PUD Written Description dated April 23, 2008, and a revised PUD Site Plan dated April 21, 2008, and adds the following conditions to the PUD:  development shall proceed in accordance with the Development Services Division memorandum dated March 12, 2008, or as otherwise approved by the Planning and Development Department;  prior to verification of substantial compliance of the PUD, a traffic study shall be performed and provided to the Planning and Development Department for review and approval, to determine the traffic signal, deceleration lane, length of median turn lanes, parking spaces for trucks, and safety impact on New Berlin Road at the project’s entrance;  all off-site roadway improvements required as a result of the traffic study, other than those included in a Fair Share Contract, shall be completed prior to issuance of a Certificate of Occupancy;  to provide interconnectivity, the Alta Lakes PUD may add additional access points to the south and east boundaries of the subject property through adjacent properties and this condition specifically supersedes anything to the contrary in the PUD Written Description dated April 23, 2008;  where the subject property is adjacent to Alta Drive, a Residential Low Density (RLD) Zoning District, or a Residential Rural (RR) Zoning District, there shall be a buffer which complies with Section J and Industrial Buffer Plans A or B, with the exception of the requirement for the six-foot masonry wall, and the buffering shall be met exclusive of the right-of-way needs for four-laning Alta Drive; and truck courts in Parcel A and Parcel C on the Site Plan dated April 21, 2008, shall not directly face either a residentially-zoned property or Alta Drive.

Per the Office of General Counsel, the Amendment incorporates a revised PUD Written Description dated April 30, 2008, and PUD Site Plan dated March 14, 2008, and adds the following conditions to the PUD:  development shall proceed in accordance with the Development Services transportation memorandum dated April 16, 2008, or as otherwise approved by the Planning and Development Department;  development is subject to the review and approval of the City’s Traffic Engineer; and signage shall be limited to two monument signs no greater than 100 square feet in area and 15 feet in height, additionally, signs must be at least 100 feet from any residentially-zoned property.

Clarifies content of public notice relative to Council public meetings; requires that such notices include the date and time notices “are posted” (rather than “are to be posted”) and the names of other Council members who, at the time of notice, are expected to be in attendance (rather than “who are expected in advance to be in attendance”).

Specifies account to which funds are being appropriated (Recreation and Community Services-Subsidies and Contributions to Private Organizations); revises and clarifies statement of purpose; provides for carryover of appropriated funds into the 2008-2009 fiscal year; authorizes execution of necessary documents with Jacksonville Area Legal Aid, Inc.; references and provides for exhibits (public relations outreach plan for Jacksonville Area Legal Aid and miscellaneous appropriations agreement).

Per the Office of General Counsel, the Amendment clarifies that the 180 single-family units referenced in the Development Agreement is actually a reduction from the originally approved 425 single-family units in the Development Agreement, and that the corresponding reservation of trips on the impacted roadways is reduced to reflect 180 single-family units instead of 425 single-family units.
