AMENDMENTS and SUBSTITUTES

07-1061	Amendment	Per the Office of General Counsel, the Amendment adds one condition to the proposed Planned Unit Development District: the development shall be subject to the Development Services Division Memorandum dated February 1, 2008, and the Transportation Planning Section Memorandum dated February 19, 2008, or as otherwise approved by the Planning and Development Department.
07-1136	Substitute	Updates Ordinance Code citings; revises dates relative to purchases of service, time connections, the Defined Contribution (DC) Plan, and the new Disability Program; replaces proposed City Disability Program additions to Section 120.208 (Disability) with a new Part VI, Chapter 120, establishing a City Disability Program; provides for new employee contact relative to attendance at an educational presentation regarding the retirement plans; provides for participation in the City’s health insurance plan by retiree members of the DC Plan; makes other technical and administrative changes.
08-106	Amendment	Per the Office of General Counsel, the Amendment incorporates the December 19, 2007, modifications into the original written description dated April 30, 2007, and adds the following conditions to the proposed Planned Unit Development District: the development shall be subject to the Development Services Division Memorandum dated February 21, 2008 (with conditions #1 and #8 of that memo deleted), or as otherwise approved by the Planning and Development Department and the Engineering Division; and the original contribution toward offsite roadway improvements to San Pablo Road (over and above any Fair Share contributions) shall be reduced by $35,000 to $215,000 and payable at the time the Fair Share contributions are paid.
08-107	Amendment	Per the Office of General Counsel, the Amendment attaches a revised Future Land Use Map as Revised Exhibit 2, which depicts text on the actual map (denoted by an asterisk) indicating that any future residential development permitted on the 4.32-acre Community/General Commercial site is limited to 7 dwelling units per acre (limitation is required by the Department of Community Affairs).
08-110	Amendment	Per the Office of General Counsel, the Amendment adds language to the bill granting the waiver of road frontage to reduce the required road frontage from 30 feet to 26.73 feet on property at 12840 Micanopy Lane between Julington Creek Road and Julington Creek in City Council District 6.

08-129	Amendment	(Rules) Incorporates the provisions of the proposed Finance Committee amendment; authorizes a 100% (rather than 50%) fee reduction in the overall stormwater service charge for 501(c)(3) organizations; increases the credit provided for in the Adjustment and Credit Manual on page 16 to 30% (rather than 20%) for certified stormwater ponds.
	Amendment	(Finance) Makes various technical corrections, clarifications, and changes; reflects that TMDL stands for Total Maximum Daily Load; replaces a reference to “city manager” with Director of Public Works; clarifies definition of stormwater management system by specifying “City’s/State’s;” provides for review and approval of criteria by which the Development Management Group reviews permits; provides for recommendation of establishment or adjustment of user fees and charges by the stormwater utility management director, with submission to Council for approval; provides that IRS 501(c)(3) organizations contained in IRS Publication 78 shall be classified to receive the user fee reduction on the initial invoice without further application; provides for the date of Council approval relative to the Adjustment and Credit Manual; requires a copy be placed on file in the Legislative Services Division whenever said manual is revised; provides for record keeping and reporting to Council; includes a section providing an obligation to fund certain user fee reductions and appropriate in the annual budget said reduction fees for utilization for pay-as-you-go projects only and not projects supported by bond funds.
08-148	Amendment	Provides for a revised map and a revised cooperative agreement; attaches the executive summary as Exhibit 5.
08-149	Amendment	Per the Office of General Counsel, the Amendment removes incorrect references to the Director of Public Works (due to government reorganization).
08-150	Amendment	Omits reference to attachment of a copy of the minutes.
08-151	Amendment	Reflects that certain funding is coming from Reserves for FIND Projects and Reserves for Federal Programs, rather than various Dept. of Recreation and Community Services accounts; corrects project title and reflects that the funding is for the purchase of parking for the Intracoastal Waterway Boat Ramp; provides revised CIP documentation; includes a CIP page recognizing the reduction of funds for the Castaway Island Dredge Project; requests appointment of the Planning and Development Dept. to oversee the acquisition of the property, deleting reference to oversight for a boat traffic study; revises exhibits to correct account names and numbers.
08-155	Amendment	Provides for a Revised Exhibit 2 (CIP project information sheets).
08-160	Amendment	Waives certain sections of Chapter 118, Ordinance Code, concerning release of appropriations and content of audits by independent certified public accountant, stating that the appropriated funds are federal funds with federal reporting requirements.
08-161	Amendment	Provides for a Revised Exhibit 2 (CIP project information sheets).

08-163	Substitute	Includes recitals; provides for a revised BT; attaches an estimate for equipment and furnishings as Exhibit 2; includes an Exhibit 3 describing square footage; states that the appropriation is on a reimbursement basis; approves the license agreement allowing assumption of center operation for 10 years at $1 per year; requests that the Mayor appoint the Public Works Dept. to oversee the project and ensure compliance.
08-164	Amendment	Attaches a copy of the Notice of Public Hearing as Exhibit 4.
08-169	Amendment	Provides for a Revised Exhibit 1 (deed), which removes a page from the exhibit.
08-176	Amendment	Reflects that the properties are located in Council Districts 10 and 12; provides for revised exhibits, removing certain parcels which are no longer needed.
08-179	Amendment	Reflects appointment as “Chief” (rather than “Director”) of the Human Resources Division.
08-189	Amendment	Provides for a Revised Exhibit 1 (project summary) to add a project evaluation matrix; provides for a revised economic development agreement, placing pages in proper order.
08-201	Amendment	Includes additional sponsors (all members of Council, individually, by name).
08-208	Amendment	Corrects list of sponsors (removes Jabour).
