Amendment

Per the Office of General Counsel, the Amendment adds one condition to the proposed Planned Unit Development District:  the development shall be subject to the Development Services Division Memorandum dated February 1, 2008, and the Transportation Planning Section Memorandum dated February 19, 2008, or as otherwise approved by the Planning and Development Department.

Substitute

Updates Ordinance Code citings; revises dates relative to purchases of service, time connections, the Defined Contribution (DC) Plan, and the new Disability Program; replaces proposed City Disability Program additions to Section 120.208 (Disability) with a new Part VI, Chapter 120, establishing a City Disability Program; provides for new employee contact relative to attendance at an educational presentation regarding the retirement plans; provides for participation in the City’s health insurance plan by retiree members of the DC Plan; makes other technical and administrative changes.

Amendment

Per the Office of General Counsel, the Amendment incorporates the December 19, 2007, modifications into the original written description dated April 30, 2007, and adds the following conditions to the proposed Planned Unit Development District:  the development shall be subject to the Development Services Division Memorandum dated February 21, 2008 (with conditions #1 and #8 of that memo deleted), or as otherwise approved by the Planning and Development Department and the Engineering Division; and the original contribution toward offsite roadway improvements to San Pablo Road (over and above any Fair Share contributions) shall be reduced by $35,000 to $215,000 and payable at the time the Fair Share contributions are paid.

Per the Office of General Counsel, the Amendment attaches a revised Future Land Use Map as Revised Exhibit 2, which depicts text on the actual map (denoted by an asterisk) indicating that any future residential development permitted on the 4.32-acre Community/General Commercial site is limited to 7 dwelling units per acre (limitation is required by the Department of Community Affairs).

Per the Office of General Counsel, the Amendment adds language to the bill granting the waiver of road frontage to reduce the required road frontage from 30 feet to 26.73 feet on property at 12840 Micanopy Lane between Julington Creek Road and Julington Creek in City Council District 6.

Amendment

(Rules) Incorporates the provisions of the proposed Finance Committee amendment; authorizes a 100% (rather than 50%) fee reduction in the overall stormwater service charge for 501(c)(3) organizations; increases the credit provided for in the Adjustment and Credit Manual on page 16 to 30% (rather than 20%) for certified stormwater ponds.

 

 

 

 

Amendment

(Finance) Makes various technical corrections, clarifications, and changes; reflects that TMDL stands for Total Maximum Daily Load; replaces a reference to “city manager” with Director of Public Works; clarifies definition of stormwater management system by specifying “City’s/State’s;” provides for review and approval of criteria by which the Development Management Group reviews permits; provides for recommendation of establishment or adjustment of user fees and charges by the stormwater utility management director, with submission to Council for approval; provides that IRS 501(c)(3) organizations contained in IRS Publication 78 shall be classified to receive the user fee reduction on the initial invoice without further application; provides for the date of Council approval relative to the Adjustment and Credit Manual; requires a copy be placed on file in the Legislative Services Division whenever said manual is revised; provides for record keeping and reporting to Council; includes a section providing an obligation to fund certain user fee reductions and appropriate in the annual budget said reduction fees for utilization for pay-as-you-go projects only and not projects supported by bond funds.
