Substitute

Per Office of General Counsel, the substitute changes the application to request a rezoning from the Commercial Office District to a Planned Unit Development District (as opposed to original request from Commercial Office District to Commercial Community/General-1 District).

Amendment

Provides for a monthly rent of $30,000 (rather than $28,750); attaches a Revised Exhibit 1 (lease extension agreement).

Substitute

Requires that the fees become effective May 1, 2008; retains current mixed residential total charge ($29.50); sets forth new rates in the body of the bill rather than through an exhibit.

Clarifies by stating specific section being waived and the nature of its provisions (said section requires a formal report from the Historic Preservation Commission and the 911 Emergency Addressing Advisory Committee); references and attaches an Exhibit 1 (911 Committee Meeting Summary and area maps).

Per Office of General Counsel, the amendment adds two conditions to the Planned Unit Development (PUD):  the development is subject to the Development Services memorandum dated December 31, 2007, or as otherwise approved by the Development Management Group and the Planning and Development Department; and a landscape plan shall be submitted to the Planning and Development Department for review and approval at the time of verification of substantial compliance of the PUD.

Per Office of General Counsel, the amendment adds language to the bill to GRANT the Waiver of Road Frontage at 12517 Plummer Grant Road (reducing road frontage from 80 required feet to 30 feet) and attaches Planning and Development Department Staff Report.

Clarifies appropriation in title by specifying that $162,825 is from the Sheriff’s Office Federal Forfeiture Trust and $60,934 is from Public Works Capital Projects; further clarifies title by reflecting expression of future intent to fund 2 security staff at the Duval Juvenile Assessment Center; provides for a Revised Exhibit 2 (interagency agreement), to include Attachment 1 (scope of work and guaranteed maximum price) of the agreement.

Includes an additional recital stating that, even though the City Council has waived Section 122.455, Ordinance Code, to permit a non-camouflaged tower at the Lion’s Club Boat Ramp, all other provisions of Chapter 122 (Public Property) and Chapter 656 (Zoning Code) must be satisfied prior to the installation of the tower at this location.

Provides for a revised economic development agreement, which corrects the City’s maximum indebtedness to $20,000.
