Meeting Convened: 3:02 p.m.
Council President Clark called
the meeting to order and asked the committee chairs to report their committee
actions.
Council Member Shad reviewed
the Rules Committee’s actions from its meeting, noting that Ordinance 2009-468
(appropriation of Tree Protection Trust Funds for Roosevelt Boulevard tree
planting) will be postponed until the December meeting and that 2009-879 (transferring
$550,000 from one Better Jacksonville Plan road project to another) was amended
in the Finance Committee but not in Rules.
Council Member Joost reviewed
the Finance Committee’s actions from its meeting.
Assistant Council Auditor
Janice Billy reported that all of the actions on the PHS Committee agenda were
covered by the previous reports.
Ms. Billy reviewed the TEU
Committee’s actions from its meeting.
Council Member Gaffney
reviewed the RCD Committee’s actions from its meeting.
Council Member Holt reviewed
the LUZ Committee’s actions from its meeting, noting that Council Member Davis
will be proposing a floor amendment on 2009-793 (rezoning on
Council Member Crescimbeni
reported that there may be several speakers during the public comment period
addressing a recent proposal by the South Atlantic Marine Fisheries Commission to
adopt regulations to severely restrict fishing for red snapper and
grouper. He is introducing resolution
2009-920 on tonight’s agenda that would urge the Commission not to enact
drastic restrictions based on incomplete or unreliable science, and requested
emergency action on the resolution on first reading so that it can be
transmitted to the Commission by the November 25th deadline.
Chief Legislative Counsel
Peggy Sidman reported that she has drafted a floor amendment for 2009-867 (appropriation
for manatee study contract) to clarify the use of the funds.
