Amendment

Per the Office of General Counsel, the Amendment GRANTS the Waiver of Road Frontage at 4086 Green Acres Lane in Council District 6 subject to the following conditions:  there shall be no more than two dwelling units on the combined subject property of 6.5 acres;  the property address and directions shall be clearly posted from the right-of-way at Green Acres Lane in order to notify emergency responders of the property location; and the existing trees and buffer along the northern and western portions of the subject property shall be maintained in an undisturbed natural state.

Amendment

(F) Strikes title reference to the amended and restated lease and to certain leasehold property; includes Council amendments relative to the value of the lease agreement between the Duval County Hospital Authority and the North Florida Blood Alliance, City payment and obligation for no more than $30,000 for closing extension, restatement of restrictive covenants, deletion of lease extension to the North Florida Blood Alliance, and the requirement that the City pay a contribution of no more than $30,563 for the seller’s broker fees and for documentary stamps; reduces appropriation from $2,300,000 to $1,714,373 and provides for a Second Amended BT; reflects purchase price of $1,625,000 (rather than $2,020,000); provides a maximum City payment of $89,373 (rather than $280,000) for due diligence, extension fees, and closing costs.

 

 

 

 

 

(PHS) Similar to the Finance Committee amendment, but (1) does not reference Council amendments in title; (2) does not include Council amendment requiring that the City pay a contribution of no more than $30,563 for the seller’s broker fees and for documentary stamps (3) reduces appropriation to $1,744,935 and provides for a revised BT; and (4) provides for a maximum City payment of $119,935 for due diligence, extension fees, and closing costs.

Amendment

Requires City Treasurer to advise the Finance Committee (not the Chair only) of any expected need to use certain Covenant Revenues; makes disbursement to City or JTA of the approved revenue bond funds contingent upon the Council Auditor’s receipt of an updated BJP work program which accurately reflects the Council’s approved projects and funding levels.

Amendment

Per the Office of General Counsel, the Amendment corrects an incorrect reference to the existing zoning category, incorporates a Revised PUD Site Plan dated July 28, 2009, and adds the following conditions to the PUD:  development shall proceed in accordance with the Development Services Transportation Memo dated July 28, 2009, and the Transportation Planning Section Memo dated June 8, 2009, or as otherwise approved by the Planning and Development Department;  a fountain-type water aeration device shall be used in retention ponds which front Duval Road;  development shall be consistent with the following architectural common best practices for the North Jacksonville Vision Plan, 2009:  sidewalks shall have sufficient width to accommodate pedestrian flow, signage should be compatible with the building’s architectural material and composition, and outdoor lighting will be designed to highlight the buildings and enhance the architecture;  the building massing shall be designed to minimize the appearance of a monolithic box through either variation in wall heights, façade articulation, varied roof planes and pitches, or building materials.

Per the Office of General Counsel, the Amendment adds the following WHEREAS clauses to the legislation: the applicant has requested to reduce to the acreage under consideration in the application from 38.38 acres to 15.22 acres to offset the impacts from the change in uses; the City has concluded that the amendment in the application from RPI to CGC will cause no increase in the traffic impacts from the subject property given the reduction in overall acreage in the application; the applicant advised the DCA of the amendment to the application during the period of time in which the DCA reviews the transmitted applications; and the City discourages modifications that involve intensification of land use categories in the middle of the amendment process but acknowledges the unique circumstances in this particular situation.

Per the Office of General Counsel, the substitute incorporates modifications to Chapter 650 in addition to the current proposed modifications to Chapter 656 regarding sign posting requirements.
