(RCD) Strikes statement that the Florida House and Senate are considering a mortgage foreclosure diversion pilot program; corrects section numbering in the legislation; replaces section concerning the Jacksonville Foreclosure Task Force to require that the Housing and Neighborhoods Department supply staffing assistance to said task force, to require Council approval of appointees; and to require that the task force sunset on December 31, 2011, unless further action is taken by the Council.

Clarifies the landscape irrigation intent, jurisdiction, and purpose provisions of Section 366.502 by referencing the further description in Section 366.504; restates language concerning adoption of an ordinance to enforce St. Johns River Water Management District Rule 40C-2.042(2) to reference provisions of this bill and omit language concerning identification of two specific days when irrigation is allowed; clarifies date concerning automatic lawn sprinkler system installation requirement for rain sensor device or override switch (May 1, 1991, rather than May, 1991); revises provisions for watering-in of chemicals to recognize exception for requirements of manufacturer (rather than for requirements of manufacturer labeling instructions); provides for operation of irrigation systems on any day for maintenance and repair purposes; makes other technical changes.
