The meeting was called to order at 3:05 p.m. by Council President Fussell.

 

Council Member Webb reviewed the Rules Committee’s actions from its meeting.

 

Assistant Council Auditor Janice Billy reviewed the Finance Committee’s actions from its meeting. She noted that there were differing substitutes recommended by the Finance Committee and TEU Committee on 2009-211 and recommended moving the TEU version.

 

Council Member Yarborough reported that the PHS Committee’s bills were all covered by previous reports. 

 

Council Member Bishop reviewed the TEU Committee’s actions from its meeting.

 

Deputy General Counsel Shannon Eller reviewed the LUZ Committee’s actions from its meeting. 

 

President Fussell noted that there are several excused absences, an excused late arrival and an excused early departure filed for tonight, so members will need to be cognizant of keeping a quorum present.

 

Council Member Webb asked if the Hendricks Avenue rezoning bill (2009-115) was on the agenda tonight and was told that it was.  He understood that a lawsuit had been filed with regard to the associated land use amendment ordinance and wondered if that had any effect on the Council’s ability to deal with the rezoning.  Shannon Eller answered that it did not; any Council action on the rezoning would be predicated on a successful change to the land use first.

 

Chief Legislative Council Peggy Sidman reported that Council Member Hyde had requested withdrawal of bill 2009-337 which amends a surplus property declaration for a portion of the land on which the Youth Crisis Center is located.

 

There being no further business, the meeting was adjourned at 3:13 p.m.
