AMENDMENTS and SUBSTITUTES

08-970	Amendment	Per the Office of General Counsel, the Amendment removes all references to the proposed Mayport Cruise Terminal in the JaxPort Master Plan and attaches data and analysis and a Capital Improvements list as requested by the Department of Community Affairs. This revised version of the JaxPort Master Plan will be readvertised and renoticed for additional public hearings in April.
09-19	Amendment	(RCD) Incorporates Finance Committee amendment provisions; additionally provides for a Revised Exhibit 3 (First Amendment Redevelopment Agreement).
		(Finance) Removes schedule and development from inclusion in the definition of technical; provides for additional borrowing to be undertaken with the approval of Council.
09-137	Amendment	Per the Office of General Counsel, the Amendment adds the following condition to the PUD: development shall proceed in accordance with the Development Services transportation memorandum dated February 25, 2009, or as otherwise approved by the Planning and Development Department.
09-163	Amendment	Per the Office of General Counsel, the Amendment grants the Waiver of Road Frontage for property at 2633 Jones Road to reduce the required road frontage from 80 feet to 37 feet for one single-family residence.
09-164	Amendment	Per the Office of General Counsel, the Amendment corrects the attached legal description to remove an easement and revises the total acreage accordingly (1.98 acres as opposed to 2.52 acres).
09-165	Amendment	(Floor) Incorporates provisions of Finance Committee amendment, but provides for disbursement of funds up to $5,000 per request, with any request in excess of $5000.01 to be upon appropriation and approval Council; provides for this self-appropriation provision to sunset September 30, 2009; also, requires that the Jacksonville Sheriff’s Office report to the Finance Committee August 1, 2009, all expenditures up to $5,000 from the Teen Driver Special Revenue Fund in the form approved by Council Rules.
		(Finance) Changes various references to “trust fund” to “special revenue fund;” removes provision requiring separate accounting within the fund by the Sheriff; provides for disbursement of funds upon appropriation and approval of Council; requires that only fully inspected and insured private vehicles be used in the Teen Driver Challenge Program to be driven by teen participants.

09-183	Amendment	(Finance) Provides for a Second Revised Exhibit 1, which corrects policy (removes statement that providing consideration can be accomplished without compromising security or unnecessarily depriving others of opportunities; states intent to encourage companies to provide consideration without compromising security and without unnecessarily depriving opportunities to others; clarifies that the policy does not establish a fixed quota or specific number of individuals).
		(Rules) Provides for a Revised Exhibit 1, which corrects policy (states that providing consideration “may” (rather than “can”) be accomplished without compromising security or unnecessarily depriving others of opportunities; clarifies that the policy does not establish a fixed quota or specific number of individuals).
09-186	Amendment	Attaches as Exhibit 5 a complete listing of all lands to be acquired by eminent domain.
09-187	Amendment	Attaches as Exhibit 4 a complete listing of all lands to be acquired by eminent domain.
09-196	Amendment	Specifies that appointment is to a first full term (rather than to an unexpired term).
09-202	Amendment	Provides for certain input, sign placement, and approvals from the Right-of-Way and Grounds Maintenance Division (rather than the Traffic Engineering Division); provides for two (rather than one) honorary street designation signs; provides for membership on the 911 Emergency Addressing Advisory Committee from Jacksonville Fire and Rescue Communications.
09-205	Substitute	Provides for a Revised Exhibit 1 (amended BT); revises statement of purpose and includes purchase of fleet vehicles in accordance with Budget Ordinance; reflects that certain provisions do not apply to Constitutional Officers; restates Ordinance Code changes and includes additional deletions (such as auto allowance provisions for Office of State Attorney and other investigators, and the Medical Examiner and Associate Medical Examiners).
09-208	Amendment	Attaches a copy of the grant agreement as Exhibit 2.
09-210	Amendment	Reflects that certain references are to “Planning” District 5 rather than “Council” District 5.
09-211	Substitute	(TEU) Incorporates provisions of the Rules Committee substitute; omits requirement for cooperation with specified agencies concerning Environmental and Compliance Department training workshops.
		(Rules) Revises definitions; includes Green Building Initiative’s Green Globes rating system or Florida Green Building Coalition green building standards; omits proposed Section 327.107 and certain references thereto concerning a Sustainable Building Certification Refund Grant Program; provides owners or developers may receive a refund pursuant to the Sustainable Building Certification Refund Grant Program administered through the Environmental Protection Board; omits direction concerning Municode editor’s note; provides for an amended BT; approves and authorizes the Sustainable Building Certification Refund Grant Program as shown in an Exhibit 2.

09-212	Amendment	Provides for a Revised Exhibit 1 (executed BT).
09-215	Amendment	Removes carryover provisions; provides for a Revised Exhibit 2 (CIP project information sheet).
09-216	Substitute	(Finance) Incorporates provisions of the Rules Committee substitute; includes amended BT; provides for a Second Revised Exhibit 2 (funding agreement).
		(Rules) Provides for an amended BT; provides for a Revised Exhibit 2 (funding agreement); waives provisions of Chapter 118 (Public Service Grant Appropriations); requires submission of a final financial and programmatic report to the Council’s auditors within 30 days of project completion.
09-217	Amendment	Corrects a scrivener’s error in the title to reflect appropriation of $642,675 (rather than $624,675) from retained earnings; provides for a Revised Exhibit 1 (executed BT).
09-219	Amendment	Clarifies title to reflect settlement of damage claims made by the lessee (Sunny’s Food Mart) in the amount of $116,182.76 resulting from condemnation of certain parcels in relation to the Harts Road Project; includes settlement amount in the body of the bill.
09-223	Amendment	Clarifies title to reflect the agreement is between the Florida Department of Transportation, CSX Transportation, Inc., and the City of Jacksonville; concerning the parties to the agreement, replaces a reference in the body of the bill to Georgia Southern and Florida Railway Company with a reference to CSX Transportation, Inc.
09-239	Substitute	Per the Office of General Counsel, the Substitute modifies the application and attached Exhibits to change the requested Land Use Category to the Light Industrial Land Use Category as opposed to the previously requested Heavy Industrial Land Use Category, and corrects the legal description (157.41 acres as opposed to 159.08 acres).
09-240	Substitute	Per the Office of General Counsel, the Substitute modifies the application and attached Exhibits to reflect a revised a legal description (33.95 acres as opposed to 37.24 acres).
