Amendment

Per the Office of General Counsel, the Amendment removes all references to the proposed Mayport Cruise Terminal in the JaxPort Master Plan and attaches data and analysis and a Capital Improvements list as requested by the Department of Community Affairs.  This revised version of the JaxPort Master Plan will be readvertised and renoticed for additional public hearings in April.

Amendment

(RCD) Incorporates Finance Committee amendment provisions; additionally provides for a Revised Exhibit 3 (First Amendment Redevelopment Agreement).

 

 

 

 

 

(Finance) Removes schedule and development from inclusion in the definition of technical; provides for additional borrowing to be undertaken with the approval of Council.

Per the Office of General Counsel, the Amendment adds the following condition to the PUD:  development shall proceed in accordance with the Development Services transportation memorandum dated February 25, 2009, or as otherwise approved by the Planning and Development Department.

Per the Office of General Counsel, the Amendment grants the Waiver of Road Frontage for property at 2633 Jones Road to reduce the required road frontage from 80 feet to 37 feet for one single-family residence.

Per the Office of General Counsel, the Amendment corrects the attached legal description to remove an easement and revises the total acreage accordingly (1.98 acres as opposed to 2.52 acres).

(Floor) Incorporates provisions of Finance Committee amendment, but provides for disbursement of funds up to $5,000 per request, with any request in excess of $5000.01 to be upon appropriation and approval Council; provides for this self-appropriation provision to sunset September 30, 2009; also, requires that the Jacksonville Sheriff’s Office report to the Finance Committee August 1, 2009, all expenditures up to $5,000 from the Teen Driver Special Revenue Fund in the form approved by Council Rules.

 

 

 

 

 

(Finance) Changes various references to “trust fund” to “special revenue fund;” removes provision requiring separate accounting within the fund by the Sheriff; provides for disbursement of funds upon appropriation and approval of Council; requires that only fully inspected and insured private vehicles be used in the Teen Driver Challenge Program to be driven by teen participants.

Clarifies title to reflect the agreement is between the Florida Department of Transportation, CSX Transportation, Inc., and the City of Jacksonville; concerning the parties to the agreement, replaces a reference in the body of the bill to Georgia Southern and Florida Railway Company with a reference to CSX Transportation, Inc.

Per the Office of General Counsel, the Substitute modifies the application and attached Exhibits to change the requested Land Use Category to the Light Industrial Land Use Category as opposed to the previously requested Heavy Industrial Land Use Category, and corrects the legal description (157.41 acres as opposed to 159.08 acres).
