Amendment

Per the Office of General Counsel, the Amendment GRANTS the Sign Waiver for a Church at 3423 Loretto Road subject to the following conditions:  the sign, other than the electronic message component, shall be externally illuminated; the LED component shall display only static messages, which messages shall change no more frequently than once every three minutes; the messages shall change and be displayed without the use of scrolling, rotating, zooming, flashing, or any other form of animation; the LED component shall use only amber lights; the LED component shall not be illuminated between the hours of 9:00 p.m. and 6:00 a.m.

References amendment of Section 602.101 in the title; omits proposed inclusion of dependent agencies relative to declared policy; omits proposed revisions to definition of “City;” includes the Water and Sewer Expansion Authority as an independent agency; specifically includes independent agencies in provisions concerning public official bid and contract disclosure, gifts and honoraria, and lobbying.

Per the Office of General Counsel, the Amendment GRANTS the Sign Waiver for property at 4776 Hodges Boulevard subject to the following conditions: buildings B, C, and D shall be permitted up to ten (10) non-illuminated wall-signs per building, not exceeding 10% of the occupancy frontage facing Hodges Boulevard and no additional signs or sign types are permitted; building A shall be permitted up to nine (9) wall signs and each wall sign shall be externally illuminated and Building A may have up to two (2) externally illuminated monument signs, not exceeding 30 square feet each in area and 12 feet in height.

Per the Office of General Counsel, the Amendment corrects the acreage in the body of the bill (7.23 as opposed to 7.04).  The original legal description and maps correctly describe and show 7.23 acres so no changes to the attached Exhibits are required.

Per the Office of General Counsel, the Amendment adds the following Policy to the Port Master Plan:  “Port improvements within the Mayport Village shall maintain the historical fishing and shrimping industry through the provision of at least four alternative dock/berth locations at JaxPort-owned facilities.”

Per the Office of General Counsel, the Amendment adds the following conditions to the PUD:  development shall be subject to the review and approval of the Development Services Division, or as otherwise approved by the Florida Department of Transportation; on-site lighting structures shall be limited to 30 feet in height with full cutoffs, and shall be designed and installed to localize illumination onto the subject property and to minimize unreasonable visual interference and impact onto any adjoining properties.

Per the Office of General Counsel, the Amendment adds the following conditions to the PUD: development shall proceed in accordance with the Development Services Division Memorandum dated November 10, 2008, or as otherwise approved by the Planning and Development Department; commercial uses are permitted in Parcel A, which is 1.59 acres, and light industrial and car rental uses are permitted in Parcel B; lighting fixtures shall be flush mounted with full cutoffs, screens, and shall not exceed 20 feet in height.
