Amendment

Per OGC, the Amendment adds the following conditions to the PUD: (1) Required transportation improvements shall be made in accordance with the Development Services Division memorandum dated July 26, 2010, or as otherwise approved by the Planning and Development Department; (2) All sag lenses, drop lenses and convex lenses shall be prohibited. Illumination levels at all property lines shall not exceed one-half (0.5) foot-candles and shall not exceed one foot-candle when abutting other non-residential properties; (3) All lighting lamp sources within the parking lot shall be metal halide or compact fluorescent. The maximum light pole height shall not exceed twenty feet. An exterior lighting design plan, including a photometric plan, pole and fixture schedules shall be submitted at the time of verification of substantial compliance for review and approval by the Planning and Development Department; and (4) A 20-foot-wide landscape buffer meeting the buffer material requirements of Section 656.1216 of the Zoning Code shall be provided and maintained along the south and west property lines. A 10-foot-wide landscape buffer meeting the buffer material requirements of Section 656.1216 of the Zoning Code shall be provided and maintained along the north and east property lines. All landscaping and buffers shall be installed prior to the issuance of any certificate of use or commencement of the use.

Amendment

Per OGC, the Amendment incorporates a revised PUD written description, dated October 7, 2010, and adds the following conditions to the PUD:  (1) Transportation improvements shall be made in accordance with the Development Services Division memorandum, dated July 27, 2010, or as otherwise approved by the Planning and Development Department; (2) The property shall be developed in accordance with Part 12 of the Zoning Code and with a minimum thirty-foot setback from adjoining residential uses or residentially-zoned properties; and (3) No senior living facility shall be permitted on the portion of the site designated as Low Density Residential (LDR).

Per OGC, the Amendment incorporates a revised PUD written description, dated August 26, 2010, and adds the following conditions to the PUD:  (1) The property will be developed per the spirit and intent of the Northwest Vision Plan, subject to the review and approval of the Planning and Development Department; and (2) All architectural elevations and commercial development proposed on the site shall be consistent with the Jacksonville Design Guidelines and Best Practices Handbook.

(Rules) Appropriates $49,010.98 (rather than $49,500) - with $41,510.98 (rather than $42,000) being for the planting and related expenses - from a Jax Baldwin Trail account (rather than a Tree Protection and Related Expenses Trust Fund account); provides for a Revised Exhibit 1 (scope of work) and a Revised Exhibit 2 (agreement) to make corrections; attaches an Exhibit 3 (tree planting site maps).

Confirms appointment as an At-Large representative (rather than replacing William E. Scheu, Jr.) for a partial term to expire July 15, 2011, and a first full term to expire on July 15, 2015 (rather than a first full term to expire June 30, 2014).

(Floor) Incorporates provisions of the Finance Committee amendment; provides for a Second Revised Exhibit 1 (executed BT which also allows for travel in accordance with grant requirements); states that the grant requires that two program staff members travel to Washington, D.C., for a three-day grantee training meeting.
