Substitute

(Rules) Redefines City funds to exclude pass-through funding; clarifies non-cash expense; clarifies requirements regarding separate statement of City funds in audit report; revises residual funds requirement for Cultural Service Grants; adds Art in Public Places Program as ineligible for funding through Public Service Grants; expands how to determine cost effectiveness of Public Service Grants applicants; eliminates a provision limiting JEDC and JCC grants to 24%.

 

 

 

 

Amendment

(Floor) Provides for a Revised Exhibit 2 (copy of Chapter 118 reflecting changes) to include the changes made by this amendment relative to the bank account for Cultural Service Grant funds; provides an exception allowing a remaining balance not to exceed $500 at the end of a fiscal year; provides that the Council Auditor, Director of Recreation and Community Services or the Office of General Counsel may require additional contractual provisions to protect the City’s interests; amends the definition of a “non-cash expense”.

Per OGC, the Amendment incorporates a revised PUD Written Description, dated March 15, 2010, and revised PUD site plan, dated March 8, 2010, and adds the following condition: (1) Development shall proceed in accordance with the Development Services Division Memorandum dated January 20, 2010, or as otherwise approved by the Planning and Development Department.

Amendment

Per OGC, the Amendment incorporates a revised PUD Written Description, dated March 2, 2010, and adds the following conditions: (1) Development shall proceed in accordance with the Development Services Division Memorandum dated February 10, 2010, or as otherwise approved by the Planning and Development Department; and (2) An electronic message board is permitted as part of the monument sign and shall not exceed 25% of the allowable sign area.  The electronic message shall be displayed for a minimum of ten minutes.  The electronic message board shall not flash or have animation.

Amendment

Per OGC, the Amendment incorporates a revised PUD site plan, dated February 24, 2010, and adds the following conditions: (1) Development shall proceed in accordance with the Development Services Division Memorandum dated February 10, 2010, or as otherwise approved by the Planning and Development Department; (2) The monument sign shall be no greater than 100 square feet in area and 20 feet in height and shall be brought into compliance with Part 13 of the Zoning Code; (3) Pavement shall be removed along Bivins Road so that the maximum driveway width along Bivins Road does not exceed 36 feet. A second driveway, 20 feet in width, shall be permitted along Bivins Road; (4) The dumpster shall be enclosed in a masonry wall with gates; (5) There shall be a landscape screen around the outside storage area consisting of a 6 foot high vinyl fence and 6 foot high East Palatka Holly planted every 15 feet on center around the exterior perimeter; (6) There shall be no stacking of storage items in the outside storage area; and (7) There shall be no wall signs along Normandy Village Parkway

Amendment

Per OGC, the Amendment adds the following conditions: (1) Development shall proceed in accordance with the Development Services Division Memorandum dated February 11, 2010, or as otherwise approved by the Planning and Development Department; (2) The site shall be developed per Part 12 of the Zoning Code; (3) A landscaping plan and tree survey shall be submitted for the review and approval by the Planning and Development Department at the time of Verification of Substantial Compliance to the PUD; and (4) All sag lenses, drop lenses and convex lenses shall be prohibited.  Illumination levels at all property lines shall not exceed one-half (.5) foot candles (“f.c.”) when the building or parking areas are located adjacent to residential areas, and shall not exceed one (1.0) f.c. when abutting other non-residential properties. All lighting lamp sources within parking and pedestrian areas shall be metal halide or compact fluorescent.  The maximum light pole height in all parking areas should not exceed twenty feet (20’- 0”). An exterior lighting design plan for each project, including a photometrics plan, pole and fixtures schedules shall be submitted at the time of Verification of Substantial Compliance for review and approval by the Planning and Development Department.

(LUZ) Per OGC, the Amendment requires all fair share contracts under $100,000 and five years in duration or less, to be reviewed by the Council Auditor’s Office and reviewed and approved by the district council member and Office of General Counsel.

 

 

 

 

Amendment

(F) The Council Auditor will review, but not approve, fair share assessment contracts.  City Council will approve all fair share assessment contracts; administrative approval of fair shares under $100,000 deleted.
