AMENDMENTS and SUBSTITUTES

09-868	Substitute	(Rules) Redefines City funds to exclude pass-through funding; clarifies non-cash expense; clarifies requirements regarding separate statement of City funds in audit report; revises residual funds requirement for Cultural Service Grants; adds Art in Public Places Program as ineligible for funding through Public Service Grants; expands how to determine cost effectiveness of Public Service Grants applicants; eliminates a provision limiting JEDC and JCC grants to 24%.
	Amendment	(Floor) Provides for a Revised Exhibit 2 (copy of Chapter 118 reflecting changes) to include the changes made by this amendment; relative to the bank account for Cultural Service Grant funds, provides an exception allowing a remaining balance to cover any projected bank charges which would cause the bank account to fall below the minimum.
09-910	Amendment	Per OGC, the Amendment denies the appeal of Application COA-09-454, having the effect of denying the demolition of the single-family residential structure at 1945 Greenwood Avenue.
10-39	Amendment	Increases fair share assessment amount from $3,021,719 to $3,071,541; includes additional contract terms; revises statement of purpose to include offset of the potential costs of eminent domain proceedings and the overall costs of the roadway improvements; provides for a Second Revised on File fair share agreement which replaces the contract to revise Exhibit B (fair share calculation), Exhibit G (description of reserved capacity), and Exhibit H (roadway improvements).
10-40	Amendment	Allows the fair share assessment amount to be offset by the additional credit available from Ordinance 2010-39 for the realigned Parramore Road; provides for a Second Revised on File fair share agreement which replaces the contract to revise Exhibit H (roadway improvements).
10-72	Amendment	Per OGC, the Amendment grants the waiver subject to the following condition: The sign shall provide a static message only and may not change more than once every ten minutes.

10-118	Substitute	Provides that the Property Appraiser shall be entitled to an automobile allowance not to exceed the maximum amount per month in accordance with the mileage guidelines established in the City Vehicle Use and Allowance Policy (rather than an allowance of $250 per month).
10-119	Amendment	Removes references to the specific name of the system.
10-126	Amendment	Revises legislation title to include chapter number and title being amended (Chapter 95, Jacksonville Waterways); includes intent that the Jacksonville Waterways Commission also work with the State Fish and Wildlife Conservation Commission and the United States Fish and Wildlife Service.
10-137	Amendment	References in the title the use of residual funds; revises and corrects various accounting and project references; corrects a scrivener’s error (“updated” rather than “update”)
10-156	Amendment	Reflects that the appointee is a non-resident who owns a business in Duval County and that the appointment is to a partial term (rather than a first full term).
10-175	Amendment	Includes winning the 2009 Baseball State Championship; corrects a word omission (“and”); inserts a section title (“Bolles School Honored").
