The committee engaged in extensive discussion and heard from numerous speakers (see attendance report above).  Several speakers referenced the differing effects the proposed regulations would have on the various types of establishments that currently have or could have adult arcade machines, including for-profits, not-for-profits, large establishments (10+ machines), small establishments (2 or 3 machines), and establishments that are licensed to sell alcohol.

 

Council Members Hyde and Jones indicated they will continue to meet with interested parties to consider possible additional amendments regarding a small business exemption from some portion of the regulations.

The committee engaged in considerable discussion and heard from numerous speakers (see attendance report above), particularly regarding the issues of whether or not the Ethics Commission should have its own power to compel the production of testimony and documents during the course of its investigations, and whether or not the commission should have the power to levy civil penalties.  Wyman Duggan, former Chair of the Charter Revision Commission, spoke about the Commission’s consideration of several of the issues that have been discussed by the Council committees this week and explained the Commission’s rationale for the recommendations it made or did not make with regard to these issues.

At the conclusion of the agenda, Chief Financial Officer Mickey Miller explained the need for Ordinance 2009-499 (authorization for issuance of Better Jacksonville Plan sales tax bonds to refund outstanding BJP special revenue bonds).  The bill would authorize the administration to issue the refunding bonds when the conditions are favorable in the bond market, which will be determined by the CFO.
