Council Member Jones stated that he has scheduled a meeting with the Council Auditor, General Counsel, and JEDC to get questions answered and to discuss potential future City liability for the ship.  Council Members Corrigan and Fussell supported deferral for purposes of obtaining further information.  Council Member Bishop opposed deferral and explained that the ordinance was amended by the Jacksonville Waterways Commission to propose language specifically dealing with the question of potential City financial liability, of which there is none. He stated that if it weren’t for the fact that the City has a non-exclusive submerged land lease with the state for a portion of the Southbank Riverwalk that the historic ship association wishes to use, there would be no need for the City to take any action since it is not a party to the project and has no financial responsibility for it.

Bill Brinton: urged careful consideration of Council Member Hyde’s proposed Ordinance Code amendment changing the structure of the Library Board of Trustees.

 

Bill Scheu: urged support of the Hyde proposed amendment regarding the Library Board of Trustees.  The Library Board agrees with the concept of City control over City funding, but advocates keeping privately-raised funds separate and under the control of the board.  The library needs to continue to be professionally run.

 

Brenda Simmons, Vice Chair of the Library Board: supports the Hyde proposal.

 

Rosemary Stout, Friends of the Murray Hill Library: agrees with the need for more public control over the library system via the City Council.  Better communication is needed.

 

Helene Camp Stuart, Friends of the Murray Hill Library: supports the Hyde proposal regarding the Library Board.  The library needs to be apolitical and private funds need to be kept separate from City funds.

 

Don Carr: proposed a list of potential cuts to the City budget, including reduction of Council ECAs, removal of the “percent for the arts” funding from the courthouse construction project, cutting the Jacksonville Journey, eliminating funding for the Jazz Festival, no City funding to purchase Jaguars tickets, and no funding for Gator Bowl and Georgia/Florida game parties.

 

Ted Wendler: handed out several graphs of City revenue and expenditure trends showing the budget growing at an unsustainable rate; suggested eliminating funding for the Skyway.

 

Pat McBride: find any was possible to cut all non-essential services and avoid a property tax increase.

 

 

Council Member Dick Brown distributed a proposed budget amendment to implement a graduated salary reduction plan, with employees earning salaries under $60,000 taking a 3% reduction, employees earning between $60,000 and $100,000 taking a 4% reduction, and employees earning over $100,000 taking a 5% reduction.  General Counsel Cindy Laquidara explained that, pursuant to the City Charter, the Council cannot set salaries for individual employees (except those specifically listed in the Charter or Ordinance code) or for specific classes or salary ranges of employees.  The Council’s authority lies in appropriating funding to broad salary line items in the budget, after which it is the responsibility of the Mayor to determine specific salaries of employees.  The committee discussed various means of trying to achieve Council Member Brown’s intent, and discussed different concepts of what constitutes an “equitable” salary reduction.   The fact that some employees have had salary increases or bonuses in the last year or two while others have not was noted.  Council Member Brown stated that he would meet with the General Counsel’s office to attempt to craft a new amendment that appropriately achieves his intended purpose.

 

Council Member Hyde distributed his proposed amendments to Ordinance Code Chapter 90 – Library Board of Trustees.  The matter will be discussed by the full Council at its September 28th meeting.

 

Council Auditor Kirk Sherman mentioned several floor amendments that will be proposed at the September 28th meeting to clean up final budget details.  The committee voted to approve the following three items:

  • Replace several revised schedules (B1-A, B1-B and B1-C) to make various corrections;
  • Amend Revised Schedule A-2 to change the name of grant recipient (Vision is Priceless);
  • Carryover request of $12,357 from the Public Defender’s Office for a Juvenile Detention Center capital project.

 

Motion: recommend approval of a 2% reduction in salary for all Council Members and Council staff for FY10-11 – approved.

 

The committee did not make a recommendation on the following items:

  • Waiver of Ordinance Code Sec. 111.388 regarding joint agreement by the State Attorney, Public Defender and Courts of the use of the Technology Fund; one party will not sign the agreement so technically the appropriation cannot be made if there is no waiver of this requirement.
  • Subcommittee reports on Tree Maintenance/Mowing (Corrigan) and Disparity Study Funding from the independent authorities (Jones).
  • Council Member Hyde proposed Ordinance Code amendment regarding the Library Board.
  • Council Member Dick Brown proposal regarding scaled salary reductions based on salary level.
  • Council Member Johnson proposal to delay implementation of across-the-board salary reductions until all bargain units have agreed to contracts.
  • Council Member Holt proposal to eliminate funding for the Jacksonville Human Rights Commission.

 

The committee considered a request pursuant to Sec. 106.1006, Ordinance Code, to modify the project description and funding allocation for a loan pool project requested by the Sheriff’s Office regarding data communications equipment to decrease Circuit Upgrade by $50,871 from $360,000 to $309,129 and increase Data Communications Equipment by $50,871 from $214,488 to $265,359.

Motion: approve the requested loan pool project modification – approved.
