Presentation

Wyman Duggan made a presentation to the committee on worksite health clinics as a mechanism for reducing City health care costs.  On-site clinics are operated by private contractors to provide free primary and occupational health care services to employees in an efficient manner to improve employee health, reduce lost time and productivity, and reduce health insurance claims.  Mr. Duggan stated that the clinics are being used by an increasing number of Fortune 500 companies and that research has shown a 3-to-1 return on investment through cost savings on insurance claims and premium increases.

 

Brian Klepper of WeCare TLC Onsite Clinics stated that his company is operating clinics in 5 states and the results are so favorable that the company is willing to put part of its management fee into an incentive arrangement, providing a refund of a portion of the fee if the results don’t meet expectations.

 

Director of Central Operations Devin Reed and Chief of Human Resources Chad Poppell reported that the City is examining the concept and is planning to issue an RFP to see what the market can offer.  The City’s occupational health contract is expiring soon, so this is an opportunity to include the onsite clinic concept in the RFP for that contract as well.

 

 

BUDGET WRAP-UP

 

Public Comment

 

Brenda Simmons, a member of the Library Board of Trustees, believes the proposed governance changes for the Library Board are being moved to quickly and she would appreciate more time and more discussion of the issues to reach a wise decision.

 

Phyllis Tousey, a 10-year member of the Library Board, explained her comments, reported in the media, regarding “censorship” issues related to the Council’s actions regarding the library board and budget.  She did not intend criticism of the Mayor’s office or City Council, but was trying to convey that the Library Board has the time to think through tough library management issues and to consider, in an impartial and non-political way, how those decisions, both budgetary and operational, impact various types of library users.

 

Jim Selzer lauded the good work done in the past week to improve the proposed ordinance regarding the Library Board and believes a good result is being reached.

 

Bill Brinton presented a proposed amendment to the Library Board governance ordinance for the committee’s consideration.  He also noted that when the City hired Barbara Gubbin as the Library Director several years ago, it was with the knowledge and understanding that she was deeply involved in the International Library Association and that that would require some international travel.  He stated that the amount of City General Fund dollars allocated for international travel is a very small part of the overall library budget.

#1. Wellness Program:  Motion – tentatively approve the City funding of $350,000 for the program – approved 5-1 (Davis opposed).

 

#2. Subcommittee reports:

  • Negative cash balances in non-General Fund subfunds – will be an on-going issue.
  • Tree maintenance/mowing – Council Member Corrigan will hold a noticed meeting next week to discuss.
  • Fuel costs – Council Member Fussell reported that he met with the Sheriff and the Auditor’s Office had met with Fleet Management to discuss the issues raised at a previous meeting, and he finds that it is a complicated issue.  There is not a 29% markup on fuel as stated by the Sheriff at an earlier meeting, but there is a delivery charge.  It appears that there are disadvantages to changing from the current system, so he recommends no change at this time.  Council Auditor Kirk Sherman stated that there are a number of factors that need to be taken into account, including the value of the City running its own fueling stations in case of an emergency (hurricane or other natural disaster) and the value of the substantial volume discount the City gets by being a large purchaser of gasoline and diesel fuel.
  • Disparity study – Council Member Jones hopes to be able to report back in the next week.

 

#3. Tree mitigation funding:

  • Revise Ordinance Code language to increase the percentage of Tree Protection Trust Fund appropriation that can be used for maintenance purposes from 10% to 25%; adjust Public Works Department maintenance budget to reflect the appropriation of additional trust funds for tree maintenance purposes; and authorize the Auditor’s Office and the administration to true up accounts - approved.
  • Request approval to clean up Transfers From Fund Balance made in prior years and grant the Budget Office and Accounting Division the authority to make necessary corrections – approved.

 

#4. CIP issues:

  • Technical clarification on approval of $1 million appropriation of interest revenue for JSO gun range to replace $1 million grant not received – approved.
  • Correct project expenditures from prior years as well as total estimated project costs – approved.
  • Request approval of revised CIP schedule to reflect these action items – approved.

 

#5. Courts travel and training: reduce General Fund travel and training budget by $3,000 from $8,000 to $5,000 – approved.

 

General Counsel Cindy Laquidara explained that the Office of General Counsel had found $150,000 in budget savings by changing operational procedures and attorney assignments and an additional $90,000 savings by eliminating an assistant officer manager position and returning the General Counsel’s vehicle to Fleet Management.  She stated that the cuts are real and the office staff is “doing more with less” to achieve these savings.

 

#6. Travel and training: correct erroneous listing of $11,733 in savings to Special Council Contingency relating to City contract fire services at Jacksonville International Airportapproved.

 

#7. Capital budget: the administration requests carryover of a FY10 project for park lighting upgrades and an energy management system – approved.

 

#8. Sales tax estimate: the committee and the Council Auditor discussed the differences between the state’s and the City’s estimates of local option sales tax revenue for FY10-11.  The state’s estimate is $898,000 higher than the City’s.  The state’s estimate of sales tax revenue for FY09-10 is tracking very accurately as the fiscal year draws to a close.

Motion – utilize the state’s estimate of sales tax revenue for FY10-11 budgeting purposes – approved.

 

#9. Pension disability plan funding: in the current fiscal year the City separated the funding for the disability insurance portion of the pension plan from the retirement portion, which represents 0.3% of the overall 13.5% of payroll contribution.  Although budgeted correctly, it appears there may be an error in the City’s payroll system that has resulted in a double deduction for disability during FY09-10.  The Auditor’s Office is working with the Office of General Counsel and the pension actuary to determine if there was an overcharge and, if so, is the amount recoverable.

 

Motion:  tentatively approve the City budget as amended throughout the budget hearing process – approved.

 

Chairman Davis urged the committee members to continue scouring the budget for potential additional reductions and savings and stated that he is open to scheduling an additional special meeting to review additional ideas before the budget goes to the full Council for final action.
