COMMITTEE MEETING The
committee engaged in considerable discussion about the purpose and parameters
of the new mechanism for use of the convention development tax funds and
posed numerous questions about the draft agreement to General Counsel Cindy Laquidara,
Council Auditor Kirk Sherman and Assistant Auditor Janice Billy, and
Jacksonville Jaguars attorney Paul Harden.
The role of the City Council in approving changes in the timing of
projects in the CIP was discussed, as well as the advisability of setting
formal criteria for distributing the convention development tax funds among
the various SMG-managed facilities.
Ms. Laquidara raised a separate Jaguars-related issue that needs
resolution having to do with a desire on the parts of the universities of Chairman
Davis announced that a special meeting would be scheduled on August 6th
or 9th to work through the proposal and finalize a recommendation
for the Council meeting on August 10th. |

At the conclusion of the
agenda the committee took public comments from two speakers regarding the
Recreation and Community Development Department’s announced intention to issue
an RFP for a contractor to operate the City’s tennis centers. B. J. Laster questioned why the Mayor’s
proposed budget for FY10-11 includes $180,000 in cost savings based on hiring a
private operator when the RFP has not even been promulgated yet and any
potential cost savings are as yet unknown. Thelma Young of Southside Tennis
opposed the privatization of operations because of the potential for cost
increases to the citizens who use the facilities and a reduction in affordable
availability.
