The Acting Committee Chair, Stephen Joost, called the meeting to order at 10:07 a.m., and the Committee Chair, Denise Lee, arrived shortly afterward at the same 10:07 a.m.  The committee took the following actions:

 

2010 - 767

ORD-MC Amend Ord 2010-253-E & Chapt 656 (Zoning Code), Sec 656.1302(c) (Definitions) to Modify Definition of "Changing Message Device"; Modify Sec 656.1313(b) (Temp Directional Real Estate Signs during Weekends-Durational Limitation) revising time to begin at 6 PM Friday & end 6 PM Sunday; Modify Sec 656.1313(k) by Reducing Annual Permit Fee for said Weekend Signs from $100 to $35. (Rohan) (Introduced by C/M Crescimbeni)

Several speakers, both for and against, were heard.  Most of the speakers focused on either the provisions concerning temporary directional real estate signs or the provisions concerning changing message devices, rather than the entirety of the bill.  Many suggested that the bill should be separated into two pieces of legislation so that the two issues could be considered independently.  It was noted that this would allow the temporary directional real estate sign provisions to move forward, while allowing further discussion of the changing message device provisions.

 

Two amendments were approved, but these will be drafted as one amendment at the suggestion of the Office of General Counsel.  Said amendment will allow temporary directional real estate signs in historic districts, limiting such signs to three, and will remove the provisions concerning changing message devices from this legislation.
