Council Member Crescimbeni raised a question on how or who determines that a dog is dangerous?  Scott Trebatoski, Chief, Animal Care & Protective Services, explained the process, noting that there is considerable due process so as to minimize situations where neighbors can possibly exaggerate the nature of other neighbors’ dogs.  Council Member Bishop questioned the process of reimbursement to veterinarians for the costs to spade and neuter cats and dogs.

Council Member Crescimbeni had concerns regarding long-term commitments to projects that are located at a considerable distance from the new court house complex under construction downtown and that we are paying for parking garage expenses for a structure that will not be fully used or full.  He indicated that he had had a discussion with the landlord of the Beach Blvd complex and that the landlord was willing to sink up the leases.  Bob Williams, Chief of Real Estate, Public Works, advised the Committee that there was an early termination clause in the current leases that provided for an early termination, without punitive measures, if proper notice were given and if the court facilities were going to be moved to the County’s court house facilities.

At the conclusion of the Committee’s agenda, the JTA made a presentation on the agencies vision and plans for commuter and light rail.  JTA’s CEO, Mike Blaylock, explained what the agency’s mission is and how JTA views transportation, seeing transportation as the backbone in driving the economic engine of Northeast Florida.  Mr. Blaylock introduced Suraya Teeple, Transportation Planning Manager, and James Boyle, Regional Transportation Planner, who, respectively, addressed JTA’s vision and plans in meeting future transportation needs.  The 50 year plans envisioned and entailed multimodal options and initiatives such as the skyway, bus trolley, light rail and BRT (bus rapid transit).  Peak hour commuter express bus service was discussed, as well as a commuter rail system.  The transportation systems of Nashville, Albuquerque and Salt Lake City were cited because of they were similar to Jacksonville in demography.

 

At the conclusion of the presentation and a brief Q & A, the meeting was adjourned at 3:30 p.m.
