Revises recitals; requests that the Florida Department of Environmental Protection (FDEP) review current, pending, and future permit applications and take necessary steps to ensure that any effluent discharged from the Georgia-Pacific paper mill, or any other commercial facility, meets the guidelines and water quality standards established by the Environmental Protection Agency (EPA) and the State of Florida; further requests that FDEP work with the Florida Legislature and EPA to address any regulatory concerns that may arise and to ensure that all permits contain the appropriate conditions for the protection of the St. Johns River, the general public, and the regional economy.

Authorizes the imposition of a non-ad valorem assessment in an amount up to $500 annually, which can be increased annually by $100, but not to exceed $1,000 annually for each residential unit within the District; provides that the District consists of three unconnected canal areas, all of which have a separate canal access to the Intracoastal Waterway, and identifies which parcels are to be included in each of the areas; revises District’s charter to provide for Supervisors based on the three areas; appoints Brad Radloff (instead of Mike Muhlbauer) to the original Board of Supervisors; provides for a Revised Exhibit 1 (properties included in the District).

(RCDPHS) Incorporates the provisions of the Finance Committee amendment; provides additional Council approved terms of the agreement (approval conditioned and contingent upon language being included in the agreement, in a form approved by the Office of General Counsel, requiring the company to engage in a diligent search for contamination on the project property, and to take, at its expense, all steps necessary to remediate such contamination if found).
