Amendment

Clarifies permission for the short selling of certain securities and investments by specifying the appropriate subsection of Florida Statutes (“215.47(15)” rather than “215.47”).

Strikes current appropriation information; appropriates funds from a Patton Park Development-Contribution account ($500,000) and a Parks Capital Projects-Upgrades/Maintenance Repairs account ($1,000,000); appropriates funds to Patton Park Development-Soccer Fields accounts; amends the CIP for the Patton Park Development Soccer Fields project; provides for a Revised Exhibit 1 (lease agreement) which adds a new Exhibit B (scope of work); attaches the CIP project information sheet as Exhibit 2.

Per OGC, the Amendment revises Exhibit 1 (Transportation Element), Exhibit 2 (Future Land Use Element), Exhibit 3 (Capital Improvements Element) and the 2030 Mobility Plan which 1) modifies the comprehensive plan policies and the 2030 Mobility Plan to reflect the recently enacted House Bill 7207; 2) keeps the Transportation Management Area out of the mobility fee system until the developers abandon or terminate the local agreements; 3) holds concurrency and the fair share contract system in place until the mobility plan implementation ordinance is adopted; 4) changes the project list to remove the skyway project and replace it with streetcar north downtown to Shands; and 5) changes the definition concerning de minimis uses to be consistent with current practice.

(TEU) Incorporates provisions of the Rules Committee amendment; requires that the Notice of Proposed Change to the DRI include a designation change of property to be obtained by the City from “Hunting Preserve” to “Park” prior to conveyance.

 

 

 

 

 

(R) Clarifies that swap involves 11.6 acres of City property and 57.82 acres of AFI property (additional acres not part of swap, but required by previous DRI); attaches a revised agreement, correcting Exhibit B (AFI property sketch; appraisals used to determine value will be obtained by City Real Estate); City land value over AFI trade to be placed into account for parks development.
