Amendment

Adds “sexual predators” to the class of persons covered by the regulations; expands definition of Halloween celebration to include events on other than strictly October 31st; requires the letters on required signs to be at least 2 inches in height and legible from the public street; clarifies that lights required to be left dark on holidays do not include normal exterior safety lighting lights or walkway or hallway lighting in multi-family residences.

Requires review of the fire and rescue agreement every 3 years; makes the agreement retroactive to July 1, 2010 and authorize the Accounting Division to write off $12,334 in unrealized revenue; makes the interlocal agreement terminable by either party upon 1 year’s written notice.

Per JEDC, parking lot regulations will be via a certification process rather than via licensing; certification process will apply only to new or existing commercial parking lots, not to accessory lots; provides a mechanism for a commercial parking lot owner to provide alternate pedestrian linkage plan, subject to approval by the JEDC, if the owner cannot comply with the Streetscape Standards; regulations by type of parking lot apply if a majority of the spaces in the lot meet the definition by use; the requirements of 656.362.17 regarding landscaping are made applicable to existing commercial parking lots;
