The committee engaged in considerable discussion with Jim Dickenson, CEO of JEA, regarding JEA salaries, union contracts and utility rates.  Mr. Dickenson explained that the 5 collective bargaining agreements up for consideration today provide for no pay increases in FY09-10 and 10-11 and small raises in FY11-12.  The agreements will expire in September 2012 and negotiations on a new contract will begin shortly after the start of the new year.  The phased-in electric base rate increases are now complete and the water and sewer base rate will increase one more time in 2012, after which both base rates should hold steady for 5 years.  Part of JEA’s concern with salaries is the fact that turnover is increasing rapidly as many workers reach retirement age and others leave for higher salaries in the private sector or with other utilities.

Joe Whitaker of the JEDC gave an overview of the project and the proposed incentive package.  Charles Pency of Tyson Foods answered questions about the project and the site.  Council Member Crescimbeni questioned the wisdom of using city incentives to attract jobs paying just over $20,000; Council Member Jones responded that with the high unemployment rate and relatively low skill level of many residents in the area near the plant, these jobs would be very valuable sources of income for that demographic.

Mayor Brown thanked the council members for their diligence and hard work in reviewing this bill and posing good questions to his staff, and requested that the committee vote the bill out of committee today.

 

Assistant Council Auditor Janice Billy recapped the list of items on which the Rules Committee took action at its meeting yesterday.

 

The committee adopted the Rules Committee’s recommendations #1 – 9 as follows:

(1) attach revised BT

(2) repeal Chapter 5, Pt. 2, regarding the Don Brewer Center

(3) list Economic Development functions in the Municipal Code as listed on the flowchart and include language regarding this department’s current relationship with JEDC, with the organization flowchart to be attached to the bill for informational purposes only

(4) Planning Department to be under the Chief Services Commissioner

(5) delete second Deputy Director in Public Works

(6) change “Recreation and Parks” to “Parks and Recreation” in all references

(7) clarify “executive department” and “department” as equivalent terms

(8) amend 55.104 to add definition of the Sports and Entertainment “commissioner” and the Sports and Entertainment Commission

(9) add Education Commissioner to positions exempt from Civil Service in 17.06, Charter

 

The committee split the Rules Committee’s recommendation #10 into two parts and approved both as follows:

 

10) change “Chief “to “Commissioner” in Sec. 55.105 on p. 64, line 26, as a scrivener’s correction

11) change the term  “commissioner” to “officer” throughout the bill

 

The Finance Committee approved the following additional recommended amendments:

 

12) authorize the OGC to make scrivener’s corrections throughout the bill

13) renumber Secs. 28.403-408 as 28.303-308 to shift certain duties and powers from the Waterfront Management Division to the Recreation and Community Programming Division where they appear to more properly belong.

14) delete references to the now-defunct Parks Advisory Board (Sec. 28.104)
