Tony Bates asked when the public would be allowed to comment on pending bill 2011-400 and urged the committee to consider the needs of the taxpayers and their liability for the pension plans when making decisions about the future benefits and funding.

Terry Wood asked for deferral of 2011-377 pending the outcome of a meeting of the General Employees Pension Plan Board of Trustees on August 17th to discuss the annual actuarial study.

Conrad Markle stated that retired attorney and pension plan administrator Curtis Lee continues to offer his years of expertise in pension matters to the City free of charge and urged the City to utilize his help to analyze difficult pension issues.

Penny Thompson of Shands Jacksonville explained how the City’s annual contribution to Shands for indigent care is pooled with other country contributions from around the state and used by the State of Florida to leverage additional Medicaid reimbursement from the federal government.  She stated that the City’s $23.7 million contribution does not come close to covering the hospital’s cost of uncompensated care, and noted that other Florida counties make substantially higher appropriations to their hospitals for indigent care ($250-300 million in some counties).
