committee debated the issue at length and asked questions of Brenda Ezell
representing Blue Cross and Blue Shield and John Pappas representing the
Public Works Department. The committee
discussed the role of public/private partnerships in affecting the ranking of
road projects on the City’s priority listings. It also debated whether or not the bill
should be amended to incorporate language imposing conditions on future Blue
Cross and Blue Shield expansion plans at the Gate Parkway campus with regard
to refunding some or all of the City’s appropriation to this project if
future expansions would have incurred a fair share/mobility fee or other
transportation capacity fee in the absence of the improvements provided for
