committee engaged in considerable discussion of the provisions of the
ordinance and the underlying parking lot purchase agreement with John Germany
of the General Counsel’s Office, Bruce Barcelo
representing Toney Sleiman/Jacksonville Landing,
Ron Barton of the JEDC and Assistant Council Auditor Janice Billy. Mr. Barcelo
stated that his client believed it was abundantly clear when 2010-33-E was
adopted by Council last June that the Landing would have a partner in the
operation of the parking lot; several committee members disagreed with that
assertion. Mr. Barcelo

committee asked numerous questions about the connection of the Landing’s
purchase of the East Parking Lot purchase from the City in 2007 the current The
committee discussed the need to approve an agreement or closing deadline
extension (assuming a majority of the council members agree) and have the
ordinance signed on the day of enactment
next Tuesday by the Mayor for it to become effective before the
