Bill Summary

 

The committee engaged in considerable discussion of the provisions of the ordinance and the underlying parking lot purchase agreement with John Germany of the General Counsel’s Office, Bruce Barcelo representing Toney Sleiman/Jacksonville Landing, Ron Barton of the JEDC and Assistant Council Auditor Janice Billy.  Mr. Barcelo stated that his client believed it was abundantly clear when 2010-33-E was adopted by Council last June that the Landing would have a partner in the operation of the parking lot; several committee members disagreed with that assertion.  Mr. Barcelo and Mr. Germany recounted the evolution of the parking lot purchase agreement between its approval by Council last June and the current version, and noted that disagreements and negotiations over interpretation of certain terms have taken longer than anticipated.

 

The committee asked numerous questions about the connection of the Landing’s purchase of the East Parking Lot purchase from the City in 2007 the current Hogan Street parking agreement.  There was considerable discussion of the requested $74,000 grant, what it represented, and how it was calculated.  The reasons for the City’s failure to convey the deed for the East Lot to JLI after receiving payment for the property were discussed, along with the Landing’s use of the lot since 2007 without possessing the deed.

 

The committee discussed the need to approve an agreement or closing deadline extension (assuming a majority of the council members agree) and have the ordinance signed on the day of enactment  next Tuesday by the Mayor for it to become effective before the existing closing deadline of midnight that night.

In response to a question from Council Member Crescimbeni about whether the JEDC tries to urge or incentivize QTI applicant companies to locate their facilities downtown, Joe Whitaker of the JEDC stated that QTI applicants are informed that they can qualify for a double incentive (up to $6000 per job instead of $3000) if they locate in the downtown area.  The JEDC offers downtown as an option, but leaves the location decision up to the discretion of the company.
