AMEND/APPROVE 4-1 (YARBOROUGH)  (Place NSP3 substantial amendments on file; add language stating that technical amendments to the on file document would not need Council approval).

 

There was a lengthy discussion on this bill.  Council Member Lee wanted to know what specifically “hit hardest” meant? And why other neighborhoods were excluded?  Housing & Neighborhoods Department Director Wight Greger explained that the City had to use scoring criteria that the U.S. Department of Housing and Urban Development provided; HUD mandated that only one neighborhood with vacant, foreclosed housing units be selected.

Though the item was being deferred, a lengthy discussion ensued.  Attorney Paul Harden, representing the Jaguars, stated the Jaguars’ position on the legislation, indicating that the tickets had not been used for two years.  If the City was not going to use the suite and tickets that the City had previously used, the Jaguars wanted them returned.  Council Member Lee argued that the City should at least retain the suite.  Council Member Jones, the bill’s sponsor, said that he wanted advice from the Office of General Counsel before moving forward with the legislation.  Chief Deputy General Counsel Chastain advised the Committee on how the City might go about retaining the suite, if it chose to do so..
