In attendance: Council Member Redman (Vice Chair, presiding); Margaret Sidman, Office of General Counsel; Janice Billy, Council Auditor’s Office; Sherry Hall, Administration; Joe Whitaker, JEDC; Laura Stagner-Crites, Housing & Neighborhoods Department; George Dandelake, Edward Waters College; Belinda Peeples, Allison Miller, Scott Wilson, ECAs; Marilyn Allen, Legislative Services; John J. Jackson, Council Research Division.

The Vice Chair called the meeting to order at 3:28 p.m. and asked Janice Billy, Council Auditor’s Office, to review the items on the agenda. 10 items were ready for action; 1 item was being deferred; 5 items were being seconded and re-referred; 1 item was to be moved as an emergency.

Council Member Redman had questions about Item #2, ORD 2011-24, re: Chpts 155 (Adult Arcade Amusement Center. Janice Billy indicated that the measure was proposed because the Beaches had enacted their own respective measures to address the issue.

The Chair announced that Joe Whitaker, JEDC, would be at the Committee meeting to field any questions on Item #13, ORD 2011-86, Auth Economic Dev Agreemt bet City, JEDC & Pittsburgh Logistics Systems, Inc.

Council Member Redman inquired as to the nature of the emergency action request regarding Item #16, RESO Apv the Wisconsin Public Finance Authority’s Issuance of Bonds to Refinance the Kendall Court Apts Proj & the Lindsay Terrace Apts Proj. Laura Stagner-Crites, Neighborhoods and Housing Dept. explained the need for emergency action owing to an impending March 1^st closing deadline.

There being no further business, the meeting was adjourned at 3:31 p.m.
