Increases the City’s contribution from available resources to $1,700,000 from $1,495,000; recognizes contributions from State and Federal resources; approves a memorandum of agreement with the Florida Forest Service.

Amendment

Per OGC, the Amendment adds the following conditions to the PUD: 1) The Subject Property shall be developed in accordance with the Development Services Division Memorandum dated July 18, 2012 or as otherwise approved by the Planning and Development Department; 2) The Subject Property shall comply with Off-Street Parking Regulations as set forth in Chapter 656 (Zoning Code), Part 6; 3) The day care center shall not exceed 50 children, or the number of children authorized by the Department of Children & Families (DCF), whichever is less. The minimum parking required for the subject property shall not be reduced to allow a playground for the day care center.

Per OGC, the Amendment 1) changes the acreage of the Subject Property from 0.37 acres to 0.18 acres and strikes parcel RE # 129706-0000, leaving only parcel RE# 129693-0000 as the Subject Property; 2) incorporates a revised legal description, dated August 13, 2012, a revised PUD site plan, dated August 13, 2012, and a revised PUD written description, dated August 13, 2012; and 3) adds the following condition to the PUD: The Subject Property shall provide one ADA parking space. There shall be no minimum parking requirement. Parking shall be prohibited in the St. Elmo Drive and Live Oak Lane right-of-ways.

Removes Ordinance Code waiver re: cash funding for vehicle replacement; revises employer contribution percentage to pension funds; adds a requirement for Public Works Dept. to report quarterly on allocation of employees to stormwater utility vs. other functions; reduces Police and Fire Pension Fund administrative expense budget by $650,000; corrects the date of the required annual Jacksonville Journey progress report; waives two debt management policy debt-to-property-value maximum ratios; revises charge for downtown residence/small business solid waste service; increases Children’s Commission budget amount by $1,064,883; reduces employee cap from 7,209 to 7,087; reduces number of temporary hours authorization from 1,418,103 to 1,403,883; increases JAA temporary hours authorization from 4,160 to 10,400.

Attaches Revised Exhibit 1; adds new Exhibit 2 listing CIP projects not lapsed for informational purposes only; adds a waiver of the requirement that mid-year CIP amendments include a finding of detriment to the public interest by not making a mid-year change for purposes of allowing a revision of the CIP when the administration and Council Auditor finish a review of all uncompleted projects by December 2013; amends the San Marco Streetscape project to expand the project boundaries and reduce the project budget by $1 million; adds a new project for New World Avenue design and permitting; waives the Ordinance Code provision excluding routine street resurfacing from the definition of “capital improvement project” for FY13.
