CITY COUNCIL AGENDA MEETING MINUTES


April 10, 2012

Meeting Convened:  4:06 p.m.

 

Council President Joost convened the meeting and asked the committee chairs to report their committee actions.

 

Rules Committee: Council Member Bishop reviewed the actions of the committee from its meeting.

 

TEU Committee: Council Member Anderson reviewed the actions of the committee from its meeting.  2012-153 (solid waste CON for Mulliniks Recycling) and 2012-154 (solid waste CON for AAction Recycling Corp.) were discussed.  Council Members Brown and Jones (153 and 154, respectively) want the bills re-referred to committee for more discussion.  Steve Rohan advised opening the scheduled public hearings tonight and continuing to April 24th.  Additional work can be done in committee but new public hearings in TEU are not required to be advertised.

 

RCDPHS Committee: Council Member Gulliford reviewed the actions of the committee from its meeting. 

 

Finance Committee: Council Member Clark reviewed the actions of the committee from its meeting. 

 

LUZ Committee: Council Member Brown reviewed the actions of the committee from its meeting. 

 

There will be a 3-item addendum for introduction only:

 

2012-248 (appropriation of $900,000 from Special Law Enforcement Trust Fund to Edward Waters College for construction of a combination police substation/criminal justice education facility).

 

2012-249 (appropriation of $301,192 U.S. Department of Homeland Security grant for purchase of JSO tactical equipment).

 

2012-250 (appropriation of $634,076 U.S. Department of Homeland Security grant for purchase of bomb blast protective equipment, computer equipment and professional services for planning and training exercises).

 

Council Member Brown indicated his willingness to allow 2012-142 (requirement to televise City Council meetings) to be withdrawn, contingent upon the Council President’s agreement to continue research and potential future options to remedy the problem of citizens not having free access to live televised proceedings of the City Council.

 

Supervisor of Elections Jerry Holland requested consideration of a floor amendment to 2012-188 (redrawing and reducing number of voting precincts following Congressional and State Legislature redistricting) that will incorporate the Rules Committee amendment and relocate 3 precincts within Council District 8.

 

City CAO Kevin Hyde reported that the future of 2011-400 (amending Police and Fire Pension fund) is being taken out of the City’s hands by actions of the Florida Legislature and the state courts.  An appeal of the case arising out of the state’s requirement that its employees begin contributing to their pension plan is going to the Florida Supreme Court for a ruling on whether those changes need to be collectively bargained with unions.  Since that ruling will govern what the City can and cannot do with regard to pension reform, the administration will request that 2011-400 be re-referred to committee and moved for withdrawal, to be reintroduced as part of a complete pension reform package.  Because implementation of 2011-399 (amendments to the General Employees’ Pension Plan) was contingent upon the passage of 2011-400, it will be recommended that 2011-399 be repealed.  That repeal will have budget implications in the current fiscal year.

 

Council Member Brown noted his concerns about 2012-188 changing the numbering system of the voting precincts without getting the public’s input first and informing voters of the potential changes.  Supervisor of Elections Jerry Holland stated that his office will be starting a countywide education campaign this month to explain the changes.  The decision was made to purchase new voting equipment to replace equipment that used memory cards that failed at an unacceptable rate in the last election.  The upcoming presidential election is too important to take chances with equipment failure.  The new equipment being purchased was only certified by the state within the last 30 days and does not accommodate the alpha-numeric system the City currently uses.  We are the only jurisdiction in the state still using letters in our precinct identifiers.   Every effort will be made to ensure that voters are fully aware of the new numbering system and that they know where their polling place is, which is the most important thing.
