Bill Summary

 

The committee engaged in extensive discussion of the proposed FDOT agreement and Riverside-Avondale Preservation’s (RAP) plans for the park.  Carmen Godwin of RAP and Kelley Boree,

Director of the Parks and Recreation Department answered questions about maintenance contracting and costs.  Some committee members expressed opposition to the City having to take over maintenance of the park after the first five years and expressed concern about RAP’s ability to raise the necessary construction funds in a timely manner and to fulfill its obligation for maintenance should private fundraising prove insufficient.  Council Member Love lauded the project as an example of a true public/private partnership with private interests paying for half of the cost of park construction and all of the maintenance for five years.

At the conclusion of the agenda Council Member Boyer updated the committee on her recent attendance at a Public Service Grant Council meeting.  She noted that the City Council has two vacant appointments on the committee which need to be filled to assist the group with obtaining a quorum and doing its work.  She will be preparing an Ordinance Code amendment to make several procedural changes in how the PSG Council evaluates grant applications and compiles its scoring matrix.  Ms. Boyer wants to see the PSG Council take ownership of the scoring matrix and priority weighting process (now done by staff) and give more thought and consideration to the development of Priority Populations that reflect true annual needs.  She will also be introducing legislation at the next Council meeting for emergency action to delay the PSG Council’s deadline for reporting the priority populations to the City Council by two weeks to the end of November to allow that greater consideration to take place. 

 

Council Member Anderson announced that the Finance Audit Subcommittee will meet on Tuesday, November 6th immediately following the Finance Committee (approximately 11:30 a.m.) to discuss three topics: 1) whether to exercise the option to extend the McGladrey and Pullen independent audit contract for another year; 2) Council Auditor’s Audit #720 – Property Appraiser’s Office; and 3) Audit #721 – Oceanfront Parks Revenues.

 

Council Member Gulliford requested the administration to report at the next Finance Committee meeting on its plans for and progress toward hiring a City Treasurer and Comptroller since those positions have now been vacant for over a year.
