CFO Ronnie Belton answered numerous questions about the proposed budget, which is not balanced as presented.  The original $58 million deficit calculated as of May 1 has been reduced to approximately $46 million currently through a combination of slightly increased property tax revenue estimates and proposed expenditure cuts.  Medicare funding needs cannot be determined until a lawsuit filed against the state by numerous Florida counties (including Jacksonville) is resolved.  Several committee members questioned the value of the tentative budget process if the administration can submit a budget that is not balanced (not required by the Ordinance Code) and that relies on revenues that cannot be accurately known for several more months.  Kirk Sherman gave a brief overview of how and why the tentative budget process came to be adopted 3 years ago.
