Bill Summary

 

The committee discussed Council Member Crescimbeni’s concerns about the power of the Public Works Director to “sweep” funds from completed capital projects into reserve accounts from which they could be appropriated without a 2/3 majority vote.  He stated his intention to introduce legislation to prevent that situation.  The Council Auditor’s Office will provide information on how of the Public Works Director sweeps funds from completed projects without Council action.  Council Member Boyer cautioned that the preliminary CIP document distributed at the beginning of the budget process is not necessarily the same as the final CIP plan adopted within the budget ordinance – sometimes project amounts change without Council’s knowledge.  The council needs to be careful to check one document against the other this year when approving the budget.

The committee discussed this bill and companion bill 2012-202 at length, discussing safety, convenience and financial implications of the proposals and details of how a parking validation system would work.  Jack Shad of the Public Parking Division answered questions about the City Hall parking garage, area parking meters, and other City parking facilities.  Council Member Crescimbeni urged better enforcement of existing parking regulations to ensure that only paid parkers have access to controlled garages.  The problem of City vehicles (JEA, Public Works, JSO) monopolizing parking meters around City Hall was discussed.

Kelley Boree answered numerous questions about the particular projects and about the FIND grant application process in general.  Council Member Crescimbeni explained the Waterways Commission’s reasoning behind recommending removal of two of the proposed projects.  Mr. Crescimbeni believes a better project prioritization and review process with more City Council input is needed.  Ms. Boree suggested a return to the prior practice of preparing Council support resolutions many months in advance of the FIND application deadline and of preparing applications for projects in excess of the amount of FIND funding available so that should a project run into permitting, design, or other problems, a backup project can be inserted into the application in its place and the City will recoup all available FIND Funding.
