The committee and Council Secretary/Director Cheryl Brown discussed the history of televised city council meetings and the City’s previous meeting production contract with WJCT.  Cable television and online video options were discussed.  The committee members acknowledged that a segment of the population without cable television or high speed internet access does not have the ability to view council meetings, but that needs to be balanced against the costs of providing that service in a free, over the air format.

The committee and Supervisor of Elections Jerry Holland discussed the bill’s intent and the role of the City administration in determining whether or not the Supervisor may propose a use for mid-year budget savings.  The Council Auditor urged an amendment to take into consideration the overall status of the City budget at fiscal year-end before automatically transferring a Supervisor of Elections’ budget surplus to Banking Fund repayment; a savings in the Elections budget may be needed to fill a deficit in the rest of the General Fund budget.

Fact Sheet

 

Animal Care and Protective Services Chief Scott Trebatoski explained the lease and the ASPCA’s interest in the facility to house animals from a major cruelty investigation in the Panhandle.  Councilman Crescimbeni urged the addition of protections for the City against any liability from the ASPCA’s use of the facility, including any responsibility for any animals brought to the facility.
