Folks Huxford of the Planning Department stated that the Planning Commission had approved a zoning exception related to this property and the department therefore recommended withdrawal of this amendment as no longer necessary.  Steve Diebenow representing the applicant stated that his client had agreed to over 50 changes and 25 conditions requested by the Planning Department, Planning Commission and interested citizens, including Riverside/Avondale Preservation, which does not object to the withdrawal.

Chairwoman Boyer discussed the timely availability of the results and recording of the Planning Commission meeting so that LUZ Committee members may familiarize themselves with the commission’s debate and recommendations prior to an LUZ meeting.  City Council Secretary/Director Cheryl Brown explained that the Planning Commission meetings in the City Council Chamber were going to be audio- and video-recorded and posted to the Planning Commission’s web page as City Council and Council committee meetings are.  The process was supposed to start with the last meeting but a glitch occurred and the recording/posting was unsuccessful.  City Council and Planning Department staff are meeting again this week to ensure that the system works properly for the next meeting cycle.

The committee engaged in lengthy discussion with T.R. Hainline representing the applicant and with numerous public speakers about the project, its potential impacts, and the history of the property and the PUD zoning.  The project developer discussed the project’s ownership and financing.  Council Member Clark (the district council member) said that he wanted to hold additional meetings with the developer and the community and to return to the LUZ Committee with a tightly crafted proposal with conditions that most of the affected parties have agreed to.
