Report: Jason Teal of the Office of General Counsel outlined the issues involved in the original ruling and the appeal and explained that the appeal is a de novo review – the LUZ Committee may consider the record developed at the Historic Preservation Commission and any new evidence presented today in making its decision.

The commission listened to testimony from 5 speakers on behalf of the appellant (UNF) and 3 speakers on behalf of the Historic Preservation Commission.  Numerous questions were asked of the speakers regarding the appropriateness of original vs. replacement windows, environmental considerations, cost considerations, and the effectiveness and durability of different window products.
