The Chair called the meeting to order at 3:30 P.M.
On Item #3, ORD-MC 2012-623, Amend Sec 614.138 (Certain Activities Prohibited; Definitions), Ord Code, to Enlarge Area known as the “Urban Core Enhancement Area”, Assistant General Counsel Jason Gabriel explained the Rules Committee amendment, particularly the aspect that changed “Urban Core” to “Central Core.”
Assistant Council Auditor Janice Billy explained Item #4, ORD 2012-648, Auth a Sovereignty Submerged Lands Fee Waived Lease Modification with Fla Internal Improvt Trust Fund Bd of Trustees to Operate for the JSO, thru 7/12/36, an 8-Slip Public Docking Facility at the Arlington Boat Ramp, emphasizing that this lease is regularly renewed, but usually at 5-year intervals; this particular lease was for a 25 year period.
On Item #6, ORD 2012-655, Appprop $297,780 in Community Dev Block Grant Prog Income Recaptured from Loans Repymt to the I. M. Sulzbacher Center… Jessica Deal and Elaine Spencer explained that the source of funding had been changed to lapse funding and the change would require an amendment.
On Item #8, RESO 2012-659, Auth Issuance by Jax Housing Finance Authority of its Homeowner Mtg Rev Bonds of $40,000,000 to Purchase Mtg Loans Originated by Participating Local Lending Institutions to Finance Purchase or Rehab of New or Existing Owner-Occupied Single Family Residences…..Assistant Council Auditor Janice Billy explained that this issuance is done on a yearly basis and that the City was not liable for any loans.
