A motion to move the bill failed for lack of a second.

 

A lengthy discussion ensued on the bill and the FEMA program.  Captain William Estep, Jacksonville Fire & Rescue and Laura D’Alisera, Emergency Preparedness Planner, fielded numerous questions on the merits of elevating the home and on the FEMA program.  Council Member Matt Schellenberg was particularly critical; Council Member Jim Love felt that elevating the home was worthwhile owing to its status as a historical structure and that RAP (Riverside Avondale Preservation) did not allow historical homes to be demolished.  Council Members John Crescimbeni and Greg Anderson expressed their misgivings with the bill and the FEMA program, as well.
