The committee engaged in considerable discussion with Vince Seibold of the Environmental Quality Division (representing the Environmental Protection Board), Dr. Quinton White of Jacksonville University (one of the conference organizers) and former City Council Member Eric Smith about the purpose of the conference, its funding sources, the number and type of paid and free attendees, and the conference theme and speakers.  The proper use of the Environmental Protection Fund was debated.

Ms. Watkins discussed her qualifications and employment history.  The committee asked questions about her role in labor negotiations for the City.  Dr. Jarik Conrad, Director of Employee Services, said that the City was going to rely more on internal negotiators (combination of Employee Services and Office of General Counsel personnel) and less on a consultant hired for that purpose.  Council Member Boyer requested a deferral so that the committee could obtain further information about the new labor negotiation policy and Ms. Watkins’ qualifications in that area.
