Bill Summary

 

Council Member Gulliford distributed a proposed substitute derived from discussion in the Finance Committee’s budget hearing last week.  Council Member Boyer confirmed with General Counsel Cindy Laquidara that the proposed substitute would not conflict with or limit the City Council’s rights as described by Ms. Laquidara’s legal opinion of last week.  Ms. Laquidara answered questions about the Council’s ability to set an overall salary budget and employee cap for the Police and Fire Pension Fund.

Supervisor of Elections Jerry Holland explained the need to vacate the elections operations center/ warehouse at the Gateway Center.  The City-owned Sax Property on Union Street would accomplish the dual objectives of consolidating the Monroe Street and Gateway Center offices and would keep the elections office downtown.  This bill does not authorize construction at that site but does authorize an exploration of its feasibility and the potential for cost savings versus the Gateway location.  Chris Hand of the Mayor’s Office reported that the administration is in the process of developing an RFP for release in the next few weeks for a consultant to develop a comprehensive inventory of all City-owned property and an evaluation of how to optimize its use.  He suggested that the feasibility of the Sax Property for the Supervisor of Elections’ operation be included as a facet of the larger RFP process.
