Peggy Sidman of the General Counsel’s Office stated that 27 budget floor amendments have been proposed to date and more are arriving daily.  Several council member noticed meetings have been scheduled for this afternoon to discuss grouping identical or similar amendments.  She noted that the millage levy, CIP and Banking Fund ordinances will need to be amended after completion of the budget amendments to “true up” all of the documents to reflect the Council’s final actions.

Council Member Redman advocated for approval of the bill.  Council Member Schellenberg questioned the aesthetic appropriateness of the roadway markings and signage for several historic roads in Mandarin.  Council Member Boyer also hoped that the improvements could be made in the most aesthetically sensitive way possible, but felt that safety trumps aesthetics in this instance.

At the conclusion of the agenda, Brenda Simmons-Hutchins, Chair of the Library Board of Trustees, and Barbara Gubbin, Executive Director of the library system, discussed the library board’s recent decisions regarding how to meet the remaining cuts imposed on the library’s budget and the rationale for choosing particular day, time and branch closures.  The committee discussed library usage patterns, target audiences, and options for service restorations.

 

Downtown Investment Authority Executive Director Aundra Wallace appeared before the committee to ask for a budget amendment to restore one position deleted from the authority’s employee cap by the Finance Committee at an earlier budget hearing.  Mr. Wallace identified a funding source within the existing departmental budget to hire a Chief Operations Officer by shifting funds allocated for a repayment  to the Banking Fund (City’s Laura Street Trio obligation) that  was paid off in the current fiscal year.  The committee voted to reduce the DIA’s budget by the amount of the identified contract funding, to appropriate the $204,496 to the Special Council Contingency fund and not to restore the requested position.
