Chairman Anderson announced that the committee would work through its regular agenda of legislative items, then would proceed into a budget hearing.  The budget hearing would cover the Council Auditor’s list of budget wrap-up items, then consider the Jacksonville Journey budget, then, time permitting, finish with a period for any council member to offer potential budget amendments in advance of having to propose them as floor amendments at City Council on the night of final budget adoption.  The Mayport Ferry budget will be taken up at Thursday’s wrap-up meeting.

Ed Randolph of the Office of Economic Development and Julianna Rowland of the General Counsel’s Office explained the need for the waiver of the City’s public investment policy since parking agreements are not spelled out in the policy.  Committee members questioned why the bill was not referred to the Rules Committee to deal with the request for a waiver.  Council Member Clark suggested that the Office of Economic Development and the Downtown Investment Authority need to suggest updates to the City’s incentive policies that reflect current conditions and current incentive needs.

Bill Summary           

 

Russ Armistead, the CEO of UF Health Jacksonville, discussed the history of the City’s funding for indigent care and its current financial condition. Council Member Lumb stated that due to changes in state law, the City’s only legal obligation to provide funding for indigent care is $4 per capita or approximately $3.5 million.  A motion by Council Member Schellenberg to increase the annual payment to UF Health by $5 million per year to $28.77 million died for lack of a second.  The committee discussed the indigent care obligations of the other hospitals in the city.  Council Member Joost suggested that a partnership of the City and UF Health to have all employees and family members covered by City health insurance utilize UF Health primary care and hospital facilities would be a great benefit to the hospital’s financial condition.  Council Member Lumb suggested that the mayor use his “bully pulpit” to convene a meeting of the CEOs of all the hospitals in town and explain the need for all of them to contribute financially to UF Health’s indigent care burden or face the prospect of being flooded with indigent care cases if UF Health pulled out of Jacksonville.
