The committee engaged in lengthy discussion with Mayor’s Chief of Staff Chris Hand, CFO Ronnie Belton, Budget Officer Glenn Hanson, Office of Economic Development Director Ted Carter and Deputy Director Paul Crawford, and DIA board chair Donald Harris and vice-chair Oliver Barakat about the potential uses of these funds, the progress of the DIA’s search for an executive director and its drafting of a downtown redevelopment plan, and the timing of the request for fund transfer to the DIA budget rather than to a City Council designated contingency account.  There was considerable discussion about the proper sequence of events for development of the redevelopment plan and whether the development of a list of potential downtown projects, however tentative, would or would not send a signal to the private development community and would or would not unduly influence the development of the master plan.

 

A motion by Council Member Gulliford to place the funds into a City Council Special Contingency – Downtown Economic Development account failed by vote of 2-4.

Chris Folds of the Non-Profit Center of Northeast Florida expressed opposition to the “high score takes all” model of allocation of the public service grant funds, preferring a model that spreads PSG funding more thinly to more agencies.  Dolly Dillin of the Jacksonville Children’s Commission advocated for the new method as proposed by the PSG Council as a means of achieving more impact for the community with the limited funding available.  Judy Bradshaw of Learn To Read said that smaller agencies like hers are at a competitive disadvantage in the grant process to larger, better funded agencies with more staff and resources to devote to grant writing.  She fears that smaller agencies will be completely shut out of PSG funding under the proposed new methodology.

Public Works Director Jim Robinson explained the repair needs and the lengthy process the City has gone through to this point to identify liability for the construction defects.  The Office of General Counsel is examining options for recouping some of the repair costs from the original contractors.  Council Member Gulliford suggested the need for an ordinance that would bar contractors from future city work if they refuse to pay for clearly defective work on previous city jobs.
