Bill Summary

Chairman Crescimbeni explained that the legislation that replaced the JEDC with the Office of Economic Development inadvertently removed the IDB Bond Review Committee.  The Council Auditor and Mayor’s Office have been working on determining the appropriate membership for the committee.  Council Auditor Kirk Sherman indicated that it would be problematic to have the Finance Committee chair serving as a member of the review committee and then voting on the recommendation of that committee as a council member.

2. 1/8/2013 CO PH Read 2nd & Rereferred; F

Bill Summary

Assistant Council Auditor Janice Billy noted that, for the first time, the priority populations designation ordinance also includes recommended percentages of overall funding to be allocated to each of the priority areas.  Council Member Boyer explained that the addition of the percentage distributions among the priorities allows City Council to set the amounts rather than having it based on the amount of applications received in each category as is currently the case.  She indicated that she will be introducing subsequent legislation to make further changes in the Public Service Grants process.  Dolly Dillin of the Intra-Governmental Services Department explained how the application grading and ranking process has been changed for 2013.

Bill Summary

R:   Amend/Approve

Janice Billy explained that the $60,000 proposed to be appropriated by this bill is not the same $60,000 that was the subject of appropriation by ordinance 2012-627 for City lobbying purposes.  That $60,000 was revenue accrued in FY11-12 and, when the appropriation ordinance was invalidated by the General Counsel, the funds lapsed into the General Fund reserve account at the end of FY11-12.  This appropriation concerns FY12-13 anticipated pari-mutuel revenue.  Council Member Boyer proposed an amendment to direct the funds into a Special Council Reserve account specifically designated for this pari-mutuel revenue.

- Deposit funds into a Special Council Reserve – Pari-Mutuel Revenues account

At the conclusion of the agenda the committee considered two annual reports by the Sheriff’s Office that are required to be presented to the Finance Committee for review and approval.  The committee unanimously approved the expenditures from the Teen Driver Special Revenue Fund and the Motor Vehicle Safety Program Fund.

Jessica Deal of the Mayor’s Office distributed two versions of a Transfer Directive quarterly report requested by the Finance Committee during the FY12-13 budget process.  The committee discussed the two versions of the reports and suggested improvements to the documents.  The consensus of the committee was to ask the Mayor’s Office to use the more condensed version of the summary report with some modifications as suggested by the committee, and to have a much more detailed report available for anyone interested in exact details down to the individual line item level.  The committee also requested that the administration develop a glossary or reference table to make it possible to translate the account numbers presented on TDs and BTs into actual account descriptions and to make that glossary available on the internet for use by Council Members and by the general public.
