LUZ COMMITTEE AGENDA MEETING MINUTES

July 16, 2012

1:00 p.m.

City Council Conference Room A

Suite 425, City Hall

117 West Duval Street

Attendance:  Council Members Lori Boyer (Chair), Bill Bishop, Don Redman and Jim Love

Also: Jason Gabriel – Office of General Counsel; Bruce Lewis, Gary Kresel and Joel McEachin – Planning and Development Department; Jeff Clements – Council Research Division

See attached sign-in sheet for additional attendees.

Chairwoman Boyer called the meeting to order at 1:00 p.m. and Jason Gabriel reviewed the marked agenda which contained 11 items marked for deferral, 5 items ready for action, 6 public hearings to be opened and continued, and 6 items for second reading and re-referral.

2012-657 and -720 (historic landmark designation and demolition permit for Bostwick Building on East Bay Street): Chairwoman Boyer understands that a purchase contract is ready to proceed; the City needs to decide how to deal with accumulated code citation fines.

2013-5 (rezoning on Shindler Drive): Ms. Boyer noted that several citizens want the bill defeated rather than substituted as a PUD as requested by the applicant.  The Planning Department staff and the Planning Commission have recommended denial of the rezoning.

2013-102 (sign waiver on Soutel Drive): the bill needs a staff report and Council Member Brown wants to be present for the discussion.

2013-297 (establishing temporary moratorium on building demolitions in Brooklyn area): the bill may need an amendment in addition to the TEU amendment.  Paige Johnston in the Office of General Counsel will be consulted about wording for an exception to the moratorium for demolitions needed in cases of public safety concerns.

Chairwoman Boyer stated that Council President Gulliford had asked the standing committee chairs to have their committees be proactive in discussing non-agenda items that pertain to their areas of jurisdiction.  She recommends that the LUZ Committee meet at 4:30 prior to the regularly scheduled 5:00 p.m. meetings to hold these non-agenda discussions.  Ms. Boyer proposed a list of 12 items that she recommends for discussion and encouraged other council members and staff to propose additional ideas for consideration.

There being no further business, the agenda meeting was adjourned at 1:23 p.m.
