Council Member Boyer asked several questions about whether LUZ is supposed to be looking at whether the modification is a substantial change or not, or whether the proposed change is a good idea or not.  Jason Gabriel stated that the state law is not entirely clear about the standard of evaluation.  Ms. Boyer wants to explore this issue further.  She also asked for further information on how vesting matters are considered and how conditions may or may not be applied to vested items.
