Attendance: Council Members Lori Boyer (Chair), Matt Schellenberg and Don Redman (arr. 1:05)

Chairwoman Boyer called the meeting to order at 1:00 p.m. and Dylan Reingold reviewed the marked agenda which contained 5 items marked for deferral, 8 items ready for action, 4 public hearings to be opened and continued, and 22 items for second reading and re-referral.
2013-102 (sign waiver on Soutel Drive): the group discussed whether the public hearing should be opened and continued or opened and closed. The bill will be deferred.
2013-197 (rezoning on Plummer Road): the applicant has requested a 1-cycle deferral; the district council member agrees with the deferral.
2013-258 and -259 (rezonings on Gilmore Street and Selva Marina Drive): the bills will need to be amended to add attachments.
2013-281and -282 (administrative deviation and minimum road frontage waivers on Apalachee Street): proof of payment of advertising expenses by the applicant has been received. Chairwoman Boyer said that she has photographs of the wall already completed in advance of the Council ruling on the requested deviation and waiver.
Ms. Boyer announced that a joint LUZ Committee/Planning Commission meeting will be held this afternoon at 4:00 p.m. in the Council Chamber to discuss issues such as enforcement of regulations by Code Enforcement vs. Zoning Enforcement, PUDs, zoning overlays, and revising the letter by which the Planning Commission transmits its recommendations to LUZ to clarify recommendations on conditions. Following that joint meeting there will be a brief reception to honor Dylan Reingold who is leaving Jacksonville to become the County Attorney for Indian River County.
There being no further business, the agenda meeting was adjourned at 1:08 p.m.
